Job Overview:
The Risk Management Officer position is situated within the Operational Risk and Risk Governance Unit (RMOD-OGU) of the Office of Risk Management at ADB. The primary responsibility of this role is to ensure that the Operational Risk Management System (OpRiM) effectively supports ADB's operational risk management needs. This includes developing and implementing functionalities based on user requirements and assessing potential solutions from OpRiM vendors or alternatives. The officer will play a crucial role in monitoring and assessing operational risks, preparing the Quarterly Risk Management (QRM) report, and maintaining an integrated operational risk management framework across the organization. The position requires a proactive approach to identifying, measuring, monitoring, mitigating, and reporting operational risks, thereby contributing to ADB's overarching mission of sustainable development in the region.

Duties and Responsibilities:
The Risk Management Officer will be responsible for a variety of tasks, including:
  • Operational Risk Management Framework Implementation: Updating and maintaining all operational risk management systems, models, and tools; serving as the OpRiM Governance, Risk and Control (GRC) expert; supporting the implementation and deployment of the operational risk management framework; conducting operational risk assessments; and developing policies and best practices to promote a strong risk culture within ADB.
  • Operational Risk Reporting: Collecting and validating operational risk data for analysis; providing inputs to the QRM and ensuring its accuracy and completeness.
  • Special Risk Reviews and Assessments: Analyzing operational risk data to support self-assessments and reporting.
  • Others: Coordinating with risk champions to ensure training on OpRiM and performing other tasks as assigned in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in finance, business administration, economics, engineering, or related fields, preferably with advanced training. Additionally, a minimum of 8 years of relevant professional experience in areas such as sovereign operations project processing, project implementation, and portfolio management is required. Candidates should have knowledge of Oracle Database systems or experience managing a GRC system, as well as a solid understanding of risk management principles and methodologies used in financial services or multilateral institutions. Proficiency in Microsoft Office tools and experience in stakeholder management are also essential.

Educational Background:
The educational background required for this position includes a Bachelor's degree in finance, business administration, economics, engineering, or related fields. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge relevant to the role.

Experience:
The position requires at least 8 years of relevant professional experience. This experience should encompass areas such as sovereign operations project processing, project implementation, and portfolio management. Candidates should also have practical experience in managing stakeholders and effecting change within organizations, as well as demonstrated project management experience in large banking or development projects.

Languages:
Proficiency in English is mandatory, both written and verbal. This is essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not explicitly required for this position.
