Job Overview:
The Economic Recovery Project Manager plays a crucial role within the Danish Refugee Council's team in Rakhine, Myanmar. This position is primarily based in Sittwe, with regular travel to project areas. The manager is responsible for overseeing the quality and timely execution of economic recovery and livelihoods projects in villages and internally displaced persons (IDP) camps throughout Rakhine state. This includes managing partnerships with local organizations and ensuring that project objectives align with DRC's strategic goals. The role encompasses a wide range of activities, including business development training, cash for work programs, vocational training, and agricultural production initiatives. The Economic Recovery Project Manager is expected to lead the project team, represent DRC in relevant clusters and working groups, and ensure that all interventions adhere to best practices and donor requirements. The position requires a proactive approach to project management, ensuring that all activities are effectively coordinated and that the impact of the programs is monitored and evaluated.

Duties and Responsibilities:
The Economic Recovery Project Manager will undertake a variety of responsibilities, including but not limited to: coordinating and planning livelihoods project activities, ensuring compliance with sector and donor guidelines, and maintaining high-quality sectoral interventions. The manager will lead the livelihoods projects, ensuring timely deliverables and effective narrative reporting. They will formalize operational tools and training modules, provide input for donor reports, and oversee budget monitoring and financial management. The role also involves ensuring that a Monitoring, Evaluation, Accountability, and Learning (MEAL) plan is implemented for livelihoods activities, representing DRC in sector meetings, and facilitating knowledge sharing across teams. The manager will be accountable for achieving strategic goals, making significant decisions regarding the livelihoods team, and managing direct reports, including recruitment and performance management.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as international studies, business development, economics, or agricultural production, along with evidence of further specialized training. A certificate in project management is considered an asset. Applicants should have a minimum of four years of experience in managing or leading livelihoods projects within NGO settings, particularly in emergency or early recovery contexts. Experience in people management for at least four years is required, along with demonstrated practical experience in income generation projects, vocational training, and community-led development actions. Candidates should also have experience in producing high-quality technical materials and possess excellent interpersonal and communication skills for engaging with external audiences, including government and donor representatives.

Educational Background:
The position requires a Master’s degree in a relevant field such as international studies, business development, economics, or agricultural production. Additional specialized training or certifications, particularly in project management, are advantageous and may enhance a candidate's suitability for the role.

Experience:
The Economic Recovery Project Manager should have at least four years of relevant experience in managing or leading livelihoods projects, particularly in emergency or early recovery contexts. This includes experience in people management and a demonstrated ability to produce high-quality technical materials. Experience working in conflict contexts or humanitarian responses is essential, as is familiarity with monitoring and evaluation practices and budget management.

Languages:
Full professional proficiency in English and Myanmar is mandatory for this position. Knowledge of local languages is considered an asset and may enhance communication with local communities and stakeholders.

Additional Notes:
The contract offered by DRC will be a regular contract, including a three-month probation period. The position is renewable based on funding availability and performance. Salary and conditions will align with DRC’s Terms of Employment, and the position is classified within Employment Band F-management. Only candidates who can work and be based in Sittwe, Rakhine State, are eligible for this role.
