Job Overview: The Technical Advisor on Voluntary Carbon Footprint Programs for Peru will play a crucial role in enhancing the Carbon Footprint Peru Program (HC-Peru). This position involves providing technical assistance to update the Operational Guide, Technical User Manual, and other related documents for the HC-Peru tool. The consultant will work closely with the Ministry of Environment of Peru to promote the quantification platform for carbon footprints and support the identification of mitigation actions aligned with Peru's updated Nationally Determined Contributions (NDC). The role requires a strong understanding of climate change management and the ability to coordinate with various stakeholders to ensure the successful implementation of the program. The consultant will be expected to work from home but may also participate in in-person meetings and engagements as necessary.
Duties and Responsibilities:
General coordination to improve the Carbon Footprint Peru Program (HC-Peru):

Prepare a comprehensive work plan for the improvement of the HC Peru program, incorporating technical activities suggested by the Ministry of the Environment of Peru.

Coordinate the implementation of proposed activities with the technical team and the Ministry of the Environment, ensuring that expected technical results are achieved.

Collaborate closely with the HC Voluntary Programs Support Professional to develop necessary products for the Ministry of Environment.
1.
Ensure that the project meets its objectives and achieves expected outcomes.
1.
Provide technical inputs and timely revisions to project deliverables.
1.
Supply UNEP with required information on technical progress for the presentation of reports to the donor.
Documentation review and technical update of the HC Peru program's operating guide:
2.
Review related regulatory information and international experiences regarding National Voluntary Carbon Footprint Programs.
2.
Propose updates to the GHG emissions management system.
2.
Suggest updates to the recognition system.
2.
Develop an updated HC-Peru Operating Guide.
Documentation review and technical update of the HC-Peru Technical Manual:
3.
Review technical information about accounting and methodologies for GHG emissions for organizations (e.g., ISO Standards, GHG Protocol, IPCC Guidelines).
3.
Review the current version of the technical manual and propose an updated version based on bibliographic research.
3.
Develop the updated HC-Peru Technical Manual.
Coordinate the preparation of the user support guide and systematization of lessons learned about HC-Peru:

Prepare a user guide for HC-Peru using results from the first satisfaction survey.
4.
Conduct interviews with at least two members of the HC-Peru management team and one professional from the MINAM Technology Office.

Prepare a systematized document of lessons learned about HC-Peru. Timely delivery of outputs as outlined in the Terms of Reference is essential, along with the quality of design work, materials, and reports produced, which must be approved by the consultant’s reporting officer, Jérôme Malavelle, Project Management Officer at UNEP.
Required Qualifications: • Bachelor’s degree in Environmental Engineering, Industrial Engineering, Civil Engineering, or a closely related field (Required).
• Postgraduate studies in Climate Change, Environmental Engineering, Corporate Sustainability, or related fields (Required).
• At least five (5) years of proven experience in climate change management, GHG emissions quantification at an organizational level, and/or the development of climate-related tools (Required).
• Specific experience in the design, implementation, or improvement of carbon footprint programs at the corporate or national level, preferably in Latin America and/or Peru (Desirable).
• Experience working with governments, international organizations, or cooperation agencies on the development of climate change and/or environmental policies (Desirable).
• Practical knowledge of international methodologies for emissions quantification and reporting, such as GHG Protocol, ISO 14064 / ISO 14067, or IPCC Guidelines (Required).
• Experience in developing or reviewing technical manuals, user guides, or monitoring, reporting, and verification (MRV) systems (Desirable).
Educational Background: The position requires a Bachelor’s degree in Environmental Engineering, Industrial Engineering, Civil Engineering, or a closely related field. Additionally, postgraduate studies in Climate Change, Environmental Engineering, Corporate Sustainability, or related fields are mandatory. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the improvement of the Carbon Footprint Peru Program.
Experience: Candidates must have at least five (5) years of proven experience in climate change management, specifically in GHG emissions quantification at an organizational level. Experience in the development of climate-related tools is also required. Specific experience in designing, implementing, or improving carbon footprint programs at either the corporate or national level is highly desirable, particularly if it has been gained in Latin America and/or Peru. Furthermore, experience working with governmental bodies, international organizations, or cooperation agencies on climate change and environmental policy development is advantageous.
Languages: Fluency in Spanish is required for this position, as it is essential for effective communication with local stakeholders and the Ministry of Environment. Additionally, a confident level of English is also required, which will facilitate communication with international partners and the UNEP team. Proficiency in both languages will enhance the consultant's ability to perform their duties effectively and engage with a diverse range of audiences.
Additional Notes: The position is part-time and expected to last for 8 months. The consultant will work from home but may be required to attend in-person meetings and stakeholder engagements at the Ministry of Environment in Peru as necessary.
