Job Overview: The Logistics & Procurement Officer plays a crucial role in ensuring the efficient procurement of goods and services necessary for the organization's operations. This position involves conducting weekly market assessments to keep the program teams informed about current market prices, initiating procurement processes based on approved purchase requests (PRs), and ensuring that all procurement documentation is accurate and complete. The officer will be responsible for maintaining a comprehensive vendor database, managing timely purchases for various field offices, and coordinating deliveries with logistics and program colleagues. Additionally, the officer will conduct market analysis, prepare request for quotations (RFQs), and ensure compliance with organizational policies and procedures. The role requires a proactive approach to problem-solving and the ability to work under pressure to meet tight deadlines, all while maintaining a high standard of professionalism and integrity.
Duties and Responsibilities:
Conduct weekly market assessments to provide updated pricing information to program teams.
Receive purchase requests (PRs) and initiate procurement processes in accordance with approved thresholds.
Ensure that PRs are thoroughly reviewed and that corresponding RFQs are prepared with clear specifications.
Maintain accurate purchase documentation, including purchase requests, request for quotations, bid analysis, and evaluation reports.
Conduct ongoing research to expand and utilize a comprehensive vendor database.
Manage timely purchases for Jonglei, GPAA, and other field offices.
Oversee the direct procurement process, ensuring timely settlement of purchases.
Plan and coordinate deliveries with relevant colleagues in logistics and program departments.
Prepare RFQs in a timely manner and notify prequalified suppliers to utilize the online system. 1
Follow up with the finance department to ensure timely processing of supplier payments. 1
Regularly update the contract tracking and waiver registry. 1
Ensure that all procurement supporting documents are properly named and filed in accordance with SOP and Office 36

Conduct due diligence checks on all companies and owners involved in procurement. 1
Verify that all items are checked by the PR raiser and stored in the warehouse as necessary. 1
Ensure that all items are delivered to the correct locations by vendors, considering transport costs in the PR. 1
Ensure that all transiting items are properly tagged and labeled in the warehouse. 1
Ensure that all assets are tagged and registered in NRC systems. 2
Submit monthly logistics reports to the Logistics Manager and Area Support Manager. 2
Perform other responsibilities as delegated by the line manager.
Required Qualifications:
Bachelor’s degree or master’s in business administration, commerce, procurement and marketing, finance, or accounting from a recognized university. A master’s degree in these fields is considered an added advantage.
At least 5 years of working experience in a busy logistics department, preferably with an international non-governmental organization (INGO) or the United Nations (UN).
Proven experience in managing logistics teams, including assistants, casuals, and interns.
Understanding of various donor requirements and compliance standards.
Knowledge of the local context and market dynamics.
Excellent interpersonal, written, and verbal communication skills.
Fluency in English, both oral and written, is mandatory.
Working knowledge of Juba Arabic is advantageous.
Ability to work effectively under pressure and meet tight deadlines.
Educational Background: Candidates must possess a Bachelor’s degree or a Master’s degree in relevant fields such as business administration, commerce, procurement and marketing, finance, or accounting from a recognized university. A Master’s degree is preferred and considered an added advantage for this position.
Experience: The position requires a minimum of 5 years of relevant working experience in a logistics department, ideally within an INGO or UN context. Candidates should have demonstrated experience in managing logistics teams and a solid understanding of donor requirements and compliance. Experience in a fast-paced environment is essential, as the role demands the ability to work under pressure and meet strict deadlines.
Languages: Fluency in English is mandatory for this position, both in oral and written communication. A working knowledge of Juba Arabic is considered a valuable asset and is preferred but not required.
