Job Overview: The position of Administrative and Financial Management Support is crucial for the effective functioning of the IOM's Country Office in Kabul. The successful candidate will work under the direct supervision of the Senior Programme Associate and the Programme Coordinator, contributing to the administrative and financial management of various projects. This role requires a high level of organization, attention to detail, and the ability to handle multiple tasks efficiently. The incumbent will be responsible for ensuring that all administrative processes are conducted in accordance with IOM's ethical standards and respect for gender and socio-cultural sensitivities. The role also involves providing logistical support for meetings and conferences, managing correspondence, and maintaining accurate records, which are essential for the smooth operation of the office and the successful implementation of projects.
Duties and Responsibilities: The duties and responsibilities of the Administrative and Financial Management Support include but are not limited to: arranging appointments for supervisors, receiving visitors, and managing telephone communications; providing comprehensive administrative and logistical support for meetings, committees, and conferences; reviewing and processing incoming mail and correspondence; drafting responses to standard communications; utilizing word processing software to produce complex documents and reports; proofreading and formatting documents for accuracy and adherence to established standards; initiating administrative tasks in financial, travel, and human resources systems; making travel and hotel arrangements; assisting in the processing of vacancy notices and contracts; researching and compiling information for reports; creating spreadsheets for tracking administrative tasks; managing databases; maintaining electronic and paper files; and performing any other duties as required by the supervisors.
Required Qualifications: Candidates must possess a high school diploma with four years of relevant experience, or a Bachelor’s degree in Business Administration or a related field from an accredited institution with two years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database. Proficiency in Microsoft Office applications is essential, along with strong organizational skills, attention to detail, and the ability to work in a methodical manner. Candidates should demonstrate discretion, client orientation, patience, and a willingness to learn new skills. Previous experience with international humanitarian organizations or government institutions in a multicultural setting is considered an advantage.
Educational Background: The educational background required for this position includes a high school diploma or a Bachelor’s degree in Business Administration or a related field. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database. This educational foundation is essential for understanding the complexities of administrative and financial management within the context of international organizations.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of experience if they only have a high school diploma. Experience should include proficiency in Microsoft Office applications and familiarity with administrative processes in a multi-cultural environment. Prior work experience with international humanitarian organizations or government institutions is highly valued and will enhance the candidate's suitability for the role.
Languages: Fluency in English, Dari, and Pashto is required for this position, both orally and in writing. IOM's official languages also include French and Spanish, and proficiency in these languages may be considered an asset during the selection process. Language proficiency will be evaluated through written and/or oral assessments during the recruitment process.
Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Afghanistan will be considered. The appointment is contingent upon funding confirmation and the candidate's medical fitness for appointment. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
