Job Overview:
The Senior Monitoring and Evaluation Officer will play a crucial role in the EpiC project in Lesotho, which focuses on achieving and maintaining HIV epidemic control. This position is responsible for overseeing strategic information functions related to the program, including monitoring, evaluation, and reporting of performance and results. The Senior M&E Officer will lead efforts to strengthen monitoring and evaluation processes, build the capacity of subawardee teams, and ensure data quality. This role requires collaboration with various stakeholders, including government counterparts and donor organizations, to ensure effective coordination and reporting of program data. The Senior M&E Officer will report to the Senior MEL Advisor and will be instrumental in ensuring that the EpiC project meets its objectives and adheres to national health management information systems.

Duties and Responsibilities:
The Senior Monitoring and Evaluation Officer will be responsible for a wide range of duties, including: providing technical leadership in the design, development, planning, implementation, and capacity development for EpiC partners in data collection, analysis, visualization, dissemination, and use of data; working closely with EpiC partners' M&E teams and project leadership to oversee the development of performance monitoring plans; compiling M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports, and other ad hoc reporting requests; supporting the implementation and rollout of DHIS2 tracker systems; analyzing data from routine information systems to influence project design and scope; developing and maintaining collaborative relationships with donor/client organizations and relevant government agencies; preparing reports, dashboards, presentations, and performance reviews; assisting with the implementation of research studies; ensuring project activities are on track with work plans; conducting routine data quality assessments (RDQAs) in EpiC implementing sites; and performing any other duties as assigned.

Required Qualifications:
Candidates must possess a minimum of a Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics, or a related field. Additionally, at least six years of experience in providing M&E support to HIV programs is required. Familiarity with the Lesotho HIV/AIDS/public health sector, non-governmental organizations (NGOs), and community-based organizations (CBOs) is essential. Previous experience working with USG-supported programs and familiarity with USG M&E reporting requirements are also required. Candidates should demonstrate the ability to establish and maintain productive working relationships with a wide network of partners and stakeholders, perform robust data extraction from information systems, and portray complex data sets in easy-to-understand formats, including data visualizations.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, or analytics. This foundational education is critical for understanding the complexities of monitoring and evaluation processes in health programs, particularly those focused on HIV.

Experience:
The position requires a minimum of six years of relevant experience in monitoring and evaluation, specifically in the context of HIV programs. Candidates should have prior work experience with sub-populations at risk, which will be considered an added advantage. Familiarity with the Lesotho health information systems and monitoring and evaluation processes is also necessary, as is previous experience in capacity development for local partners.

Languages:
Fluency in English is mandatory, with excellent interpersonal, writing, and oral presentation skills. While not explicitly stated, proficiency in Sesotho or other local languages may be considered beneficial for effective communication within the community and with local stakeholders.
