Job Overview: The Program Manager for Georgia will play a pivotal role in supporting IFC’s Vision 2030 by translating strategic goals into impactful actions at the country level. This position is based in Tbilisi, Georgia, and involves mobilizing private capital, leading engagement with government and private sectors, driving market creation, and ensuring operational delivery. The Program Manager will be responsible for developing operational country strategies and action plans in close collaboration with World Bank Group (WBG) counterparts, significantly increasing IFC operations in Georgia by building the portfolio, developing new opportunities, and enhancing impact. The role requires overseeing a multidisciplinary team and maintaining close interactions with corporate clients, governments, and other multilateral institutions, ensuring that IFC's operations align with its strategic objectives.
Duties and Responsibilities: The Program Manager will have a comprehensive set of responsibilities, including:
Business Management: Develop, update, and implement the Country Partnership Framework (CPF) and other strategic documents in coordination with WBG teams. Lead the development and implementation of IFC’s country strategy for Georgia, ensuring alignment with the CPF and overseeing investment, advisory, and upstream activities. Coordinate policy dialogue with the government and engage with stakeholders to identify and deliver optimal private sector solutions. Promote market creation and policy reforms to enhance the investment environment. Oversee portfolio performance and ensure high-quality results.
Relationship Management: Develop and manage relationships with key clients at senior levels, positioning IFC as the partner of choice for impactful projects. Coordinate with bilateral and multilateral agencies to support development processes and engage with local stakeholders.
Communications and Knowledge Management: Build IFC’s brand and engage with local media, representing IFC at high-profile events. Foster a culture of innovation and manage knowledge flows across IFC and WBG platforms.
Country Team and Resource Management: Lead and mentor a diverse team, manage office operations, and implement measures to improve efficiency and impact. Ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of staff and assets, representing IFC in the UN Security Management System.
Required Qualifications: Candidates must possess a minimum of a Master's degree or equivalent, along with 12 to 15 years of professional experience in strategy, finance, or advisory roles such as commercial or investment banking, project finance, private equity, or management consulting. Strong client relationship management skills are essential, with an existing network of top-level contacts in the private and public sectors. Candidates should demonstrate a proven track record in investment and advisory activities, strong leadership capabilities, and the ability to represent IFC externally. Experience in transaction processing and portfolio supervision is a strong plus, along with a keen interest in understanding Georgia and the region.
Educational Background: The educational background required for this position includes a minimum of a Master's degree or equivalent in a relevant field such as finance, business administration, economics, or a related discipline. This advanced education is crucial for understanding the complexities of private sector development and the strategic objectives of IFC.
Experience: The position requires a significant level of experience, specifically a minimum of 12 to 15 years in relevant fields such as strategy, finance, or advisory. Candidates should have a strong background in managing diverse teams and leading high-performing groups, as well as experience in developing client relationships and managing investment portfolios.
