Job Overview: The TLP Payment Associate position is a critical role within the Department of Mobility Pathways and Inclusion (MPI) at IOM, specifically under the Resettlement and Movement Management Division (RMM). The incumbent will be responsible for managing communications with TLP Participants, who are migrants holding TLP accounts, regarding their outstanding debts or loans. This role requires a proactive approach to outreach, ensuring that all interactions are conducted in compliance with federal, state, and regulatory guidelines. The TLP Payment Associate will engage with Participants through structured outreach calls, providing them with options for settling their debts while maintaining a professional and empathetic demeanor. The position also involves data management, ensuring that all information is accurately recorded and compliant with IOM's Standard Operating Procedures (SOPs). The associate will need to demonstrate a strong understanding of the relevant systems and databases, as well as uphold IOM's Standards of Conduct throughout their interactions.
Duties and Responsibilities: The duties and responsibilities of the TLP Payment Associate include:
Initiating structured outreach calls to TLP Participants with overdue accounts, ensuring adherence to legal guidelines.
Reviewing and entering data into the system, maintaining compliance with SOPs and ensuring accuracy.
Responding to general inquiries from Participants via phone or email.
Overcoming objections from Participants and suggesting financial sources for debt repayment.
Utilizing skip tracing techniques to locate Participants for payment negotiations.
Preparing and distributing repayment letters to Participants.
Assisting Participants with questions about the TLP WebPortal and supporting their registration.
Maintaining confidentiality and integrity of all paperwork in line with SOPs and data protection rules.
Upholding RMM Protection Mainstreaming Minimum Standards and reporting any safeguarding concerns. 1
Performing additional duties as assigned by the supervisor.
Required Qualifications: The ideal candidate for the TLP Payment Associate position should possess the following qualifications:
Strong understanding of the Fair Debt Collection Practices Act (FDCPA) is highly advantageous.
Proficiency in MS Office applications, particularly Word and Excel, is required.
Excellent verbal communication skills with the ability to persuade and influence without authority.
A strong interest in humanitarian dynamics and the resilience to manage work pressure effectively.
Experience in office management, accounting, or bookkeeping is essential, with billing and collections experience being a distinct advantage.
Familiarity with the US Refugee Admissions Program (USRAP) Travel Loan Program is a significant advantage.
Educational Background: Candidates must have a University Degree from an accredited academic institution, along with at least three years of relevant professional experience. Alternatively, candidates with a completed high school diploma from an accredited institution and at least five years of relevant professional experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational background aligns with IOM's standards.
Experience: The position requires candidates to have a minimum of three years of relevant professional experience if they hold a university degree. For those with a high school diploma, a minimum of five years of relevant experience is necessary. Experience in office management, accounting, or bookkeeping is essential, while prior experience in billing and collections, as well as familiarity with the USRAP Travel Loan Program, is considered a distinctive advantage.
Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, fluency in one or more of the following languages is required: Spanish, Arabic, Swahili, Dari/Pashto, Kinyarwanda, Somali, Rohingya/Burmese, French, Ukrainian, Russian, or Thai. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The TLP Payment Associate position is a one-year fixed-term contract with a monthly salary of USD 5,508.3
This role is subject to local recruitment, meaning only candidates holding a valid residence and work permit for the United States will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must also be medically fit for appointment and will undergo verification of residency, visa, and other necessary authorizations.
