Job Overview:
The Public Information Officer position is a critical role within the Media Outreach and Spokesperson's Office of the OHCHR. The incumbent will be responsible for managing media relations and promoting the organization's key messages and initiatives. This role involves acting as a Media Liaison Officer, coordinating with various stakeholders, and ensuring effective communication strategies are implemented. The officer will engage in proactive media outreach, organize press conferences, and develop communication materials that highlight the OHCHR's work and achievements. The position requires a strategic approach to media relations, including the identification of target audiences and the development of tailored communication products. The officer will also be responsible for maintaining the organization's social media presence and utilizing digital platforms to enhance outreach efforts. This role demands a high level of professionalism, creativity, and the ability to work under pressure while managing multiple tasks and deadlines. The Public Information Officer will collaborate closely with senior officials and other public information officers to ensure cohesive messaging and effective communication campaigns that align with the OHCHR's priorities.

Duties and Responsibilities:
The Public Information Officer will undertake a variety of duties, including but not limited to: acting as a Media Liaison Officer in coordination with the New York Office and Headquarters; managing and promoting media coverage of priority issues and major events; initiating and leading proactive media outreach efforts; proposing and arranging press conferences and media coverage; developing strategic partnerships with journalists and key external constituencies; producing various communication products such as articles, social media content, and audio-visual materials; strategizing on appropriate mediums and target audiences; conducting research and preparing production plans; ensuring compliance with the organization's information policy; assessing needs and implementing complex media relations strategies; conducting media training for senior staff; managing communications campaigns in support of OHCHR priorities; maintaining effective working relationships with UN departments; analyzing and reporting on media coverage impact; and supervising junior staff and interns. The officer will also be expected to stay updated on digital technologies and trends to enhance advocacy efforts.

Required Qualifications:
Candidates must possess a strong background in communications, journalism, or public relations, with a minimum of seven years of progressively responsible experience in these fields. The ideal candidate should have experience in drafting public information materials, including news articles, press releases, and feature stories. Media experience is essential, and familiarity with international human rights issues is desirable. The candidate should demonstrate a comprehensive understanding of public information and communication strategies, as well as the ability to manage sensitive situations diplomatically. Strong writing and oral presentation skills are crucial, along with the ability to produce clear and concise communication products. The candidate should also exhibit professionalism, efficiency, and a commitment to gender equality in all areas of work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in communications, journalism, public relations, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The position requires a minimum of seven years of progressively responsible experience in communications, journalism, public information, or media relations. Candidates should have a proven track record of drafting public information materials and engaging with media outlets. Experience at the international level is desirable, particularly in the context of human rights. The candidate should be adept at managing communications campaigns and have a strong understanding of the media landscape.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French or Spanish is desirable, with a minimum proficiency level of UN Level II in these languages. Proficiency in multiple languages is advantageous and may enhance the candidate's ability to engage with diverse audiences and stakeholders.
