Job Overview:
The Emergency Coordinator will be responsible for coordinating the overall emergency preparedness and response of the UNICEF country office in Venezuela. This includes developing, planning, implementing, monitoring, and evaluating emergency interventions to ensure the survival and well-being of children and affected communities. The role requires effective coordination with various stakeholders and the ability to lead emergency response efforts, ensuring that UNICEF's contributions align with humanitarian architecture and the Core Commitments for Children (CCC).

Duties and Responsibilities:
  • Humanitarian Coordination and Cluster Leadership: Coordinate UNICEF’s contributions to the IASC humanitarian architecture, ensure effective participation in cluster mechanisms, promote CCC, monitor cluster lead agency accountabilities, and strengthen leadership skills of cluster coordinators.
  • Emergency Preparedness and Planning: Develop contingency plans, formulate emergency plans of action, mainstream disaster prevention strategies, provide policy advice, and conduct emergency training.
  • Emergency Response Coordination: Act as Team Leader during crises, ensure staff safety, lead needs assessments, and oversee emergency operations.
  • Resource Mobilization and Advocacy: Support donor relations, prepare appeals and project proposals, monitor funding priorities, and assist in advocacy strategies.
  • Strategic Partnerships and Liaison: Maintain coordination with government, UN agencies, NGOs, and donors, monitor socio-economic developments, and represent UNICEF in humanitarian forums.

Required Qualifications:
  • Education: Advanced university degree in social sciences, public administration, law, public health, nutrition, international relations, business administration, or related fields. Specialized training in emergency response management is desired.
  • Work Experience: Minimum of eight years of progressively responsible professional work experience in programme/project development, planning, implementation, monitoring, and evaluation, with field work experience in humanitarian contexts required.
  • Language Requirements: Fluency in Spanish is required; fluency in English is desirable, and knowledge of another UN language is an asset.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as social sciences, public administration, law, public health, nutrition, international relations, or business administration. Specialized training in emergency response management is preferred, indicating a strong foundation in both theoretical and practical aspects of emergency management.

Experience:
The position requires a minimum of eight years of progressively responsible professional work experience at both national and international levels. This includes experience in programme/project development, planning, implementation, monitoring, evaluation, and administration, with a specific emphasis on field work in humanitarian contexts and the operationalization of a nexus approach.

Languages:
Fluency in Spanish is mandatory for this position, while fluency in English is desirable. Proficiency in another official UN language such as Arabic, Chinese, French, or Russian is considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments.
