Job Overview:
The Project Manager will oversee the 'Development of the First Biennial Transparency Report and the Combined Fifth National Communication and Second Biennial Transparency Report of Armenia to the UNFCCC' project. This role involves ensuring the successful management and implementation of the project, which aims to assist Armenia in fulfilling its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The Project Manager will be responsible for leading the Project Unit, managing day-to-day activities, monitoring progress against the approved workplan, and ensuring compliance with UNDP standards. The position requires a proactive approach to project management, including risk assessment, stakeholder engagement, and technical expertise mobilization. The Project Manager will also facilitate knowledge management and coordinate technical events to support the national climate agenda.

Duties and Responsibilities:
The Project Manager's duties include overall project management, leading the Project Unit, and ensuring day-to-day activities align with the approved workplan. Responsibilities also encompass preparing revisions to the multi-year workplan, managing project risks, organizing Project Board meetings, and reporting progress. The Project Manager will mobilize technical expertise, manage personnel and contractors, and ensure compliance with project outputs. Additionally, the role involves monitoring financial resources, updating annual workplans, and ensuring adherence to gender action plans and stakeholder engagement plans. The incumbent will also be responsible for knowledge management, reviewing technical reports, and facilitating national-level technical events.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Energy, Environment Management, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned areas combined with two additional years of qualifying experience will be considered. The position requires a minimum of 2 years of relevant professional experience with a master’s degree or 4 years with a bachelor’s degree, specifically in management advisory services and project design, monitoring, and evaluation.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as Business Administration, Public Administration, Economics, Energy, or Environment Management. A bachelor’s degree in these areas, along with additional qualifying experience, is also acceptable. This educational foundation is essential for understanding the complexities of project management and climate change initiatives.

Experience:
The position requires at least 2 years of relevant professional experience at the national or international level in project management, advisory services, and development project design, monitoring, and evaluation. Candidates should have hands-on experience in managing projects, including supervising staff and ensuring successful implementation of project activities. Experience in climate change-related issues and working with governmental and non-governmental organizations is highly desirable.

Languages:
Fluency in English and Armenian is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly for candidates who have experience working in diverse international environments or with various stakeholders.

Additional Notes:
The position is full-time and involves working closely with the UNDP CO Climate, Environment and Resilience Programme Analyst and the Climate Change Programme Manager. The incumbent will be accountable to the Project Board and is expected to inform them of any delays or difficulties during implementation.
