Job Overview:
The consultant will play a crucial role in the mapping and functional preparation for the launch of the new ASYCUDA digital platform. This position requires a comprehensive understanding of IT systems, particularly in the context of customs and trade. The consultant will be responsible for ensuring that all components of the new platform are functionally prepared and tested before the official launch. This includes coordinating with local teams to facilitate Go-Live activities and ensuring that any functional issues are addressed promptly. The consultant will also analyze feedback from users post-launch to ensure the system meets the needs of its stakeholders and will be involved in finalizing functional documentation and reporting tasks.

Duties and Responsibilities:
The consultant will undertake the following duties:
  • Conduct functional preparation for the launch of new digital platform components.
  • Perform final functional testing of all components of the new digital platform.
  • Coordinate Go-Live functional activities at the local team level.
  • Ensure all functional problems are logged, tracked, and resolved in a timely manner.
  • Analyze post-Go-Live feedback from functional users of the system.
  • Finalize functional documentation.
  • Oversee system handover and complete final reporting tasks.
  • Maintain communication with key stakeholders at the local level to ensure smooth operations and address any concerns.

Required Qualifications:
A first university degree (Bachelor's degree) in Customs, business administration, law, economics, or a related area is required. Additionally, the consultant must have at least 7 years of work experience in IT system analysis, implementation, and management, specifically in the context of Customs IT systems and modules. Experience working in customs administration, revenue authority, or trade support institutions is also required. A combination of IT and Customs experience is considered a strong advantage, as is experience with NCTS solutions and/or ICT applications for e-Commerce operators. Furthermore, involvement in UN, EU, or other international projects is desirable.

Educational Background:
The position requires a first university degree, specifically a Bachelor's degree in a relevant field such as Customs, business administration, law, economics, or a related area. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and understanding of the customs and trade environment.

Experience:
The consultant must possess a minimum of 7 years of relevant work experience. This experience should include dealing with IT systems, particularly in analysis, implementation, and management. It is crucial that the consultant has a strong background in Customs IT systems and modules, as well as experience in customs administration or related fields. Experience with international projects, especially those involving UN or EU frameworks, is also highly valued.

Languages:
Fluency in English, both written and oral, is required for this position. This proficiency is essential for effective communication with stakeholders and for the preparation of documentation and reports. While not mandatory, knowledge of additional languages may be considered an asset, particularly if it relates to the regions where the ASYCUDA platform will be implemented.
