Job Description
Job Posting Organization: The position is located within the Business Facilitation Section of the Investment Capacity Building Branch of the Division on Investment and Enterprise of the United Nations Conference on Trade and Development (UNCTAD). UNCTAD was established in 1964 and is headquartered in Geneva, Switzerland. Job Overview: The Information Systems Officer will play a crucial role in the Business Facilitation Program, directly reporting to the Chief of the Business Facilitation Section and under the guidance of the Director of the Division. This position involves planning and directing significant systems projects that are vital to the institution, impacting critical operations and multiple user groups. The officer will provide expert advice on complex systems analysis and design, identifying needs for new systems or modifications to existing ones. Responsibilities include developing feasibility assessments, project plans, and overseeing the technical evaluation of proposals. The officer will also track project progress, provide leadership to project teams, and ensure effective communication with clients and stakeholders. The role requires staying updated on technological developments and preparing technical documentation and training materials.
Duties and Responsibilities: The duties and responsibilities of the Information Systems Officer include:
Planning and directing major systems projects of significant importance to the institution.
Identifying the need for new systems or modifications to existing systems.
Developing plans for feasibility assessments, requirements specifications, design, development, and implementation.
Developing cost proposals for contractual services and managing contracts.
Tracking and monitoring project progress against plans and quality measures.
Providing professional leadership and direction to project teams and mentoring junior staff.
Overseeing the development of document and database structures.
Developing and monitoring information standards and guidelines. 1
Preparing technical and user documentation and training materials. 1
Facilitating communication between the Section and its clients to ensure good relations.
Required Qualifications: The required qualifications for the Information Systems Officer position include:
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas.
Experience in developing no-code eGovernment systems is desirable.
Experience in software development using generative AI and LLM-based coding agents is desirable.
Previous experience with the United Nations system is desirable.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as computer science, information systems, mathematics, statistics, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.
Experience: The position requires a minimum of seven years of progressively responsible experience in the planning, design, development, implementation, and maintenance of computer information systems or related areas. Candidates should have a strong background in managing complex information systems and be familiar with the latest technologies and methodologies in the field. Experience in developing no-code eGovernment systems, blockchain-based solutions, and software development using generative AI is highly desirable. Previous experience within the United Nations system is also considered an asset, as it demonstrates familiarity with the organization's operational framework and standards.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of proficiency at UN Level III for reading, writing, listening, and speaking. Additionally, knowledge of either French, Chinese (Mandarin), Spanish, Arabic, or Russian is desirable, with a minimum proficiency level of UN Level II for reading, writing, listening, and speaking in these languages. Additional Notes: The initial duration of this temporary job opening is until the end of May 2026, with the possibility of extension based on satisfactory performance and availability of funds. Candidates should be aware that there is no expectation of a fixed-term appointment following this temporary assignment. The position is classified as temporary, and candidates should understand that subsequent temporary appointments may be granted for service in the same office or different offices, provided that the total length of service does not exceed 364 calendar days.
