Duties and Responsibilities:
Planning: Ensure ongoing and planned construction activities are scheduled according to timelines, budgets, and quality expectations. Support program sections in identifying and planning construction activities, reviewing proposals, and ensuring feasibility.
Collaboration: Provide technical support to program sections and government counterparts, assist in developing child-friendly infrastructure proposals, and analyze project contexts for implementation strategies.
Document Preparation: Prepare construction scopes of work based on program requirements, ensuring compliance with UNICEF standards and environmental safeguards. Review technical documents for clarity and completeness.
Procurement Support: Assist in preparing local procurement authorizations and sourcing potential construction firms. Prepare tender documents and support the evaluation of technical proposals.
Project Management: Monitor construction activities, manage contracts, and identify potential bottlenecks. Ensure stakeholder engagement and adherence to UNICEF procedures throughout the project lifecycle. Conduct site visits and technical meetings to ensure compliance with standards and timelines.
Required Qualifications: A Master's degree in civil engineering, construction engineering, architecture, or a related field is required. A minimum of five years of relevant experience in project management, site supervision, and quality assurance in construction is essential. Experience in building schools and basic infrastructure in developing countries, particularly in Sub-Saharan Africa, is preferred. Proficiency in computer skills, including architectural design and construction software, is necessary. Experience with UN or international development organizations is an asset.
Educational Background: Candidates must possess a Master's degree in civil engineering, construction engineering, architecture, or a related field. This educational background is critical for understanding the technical aspects of construction and project management.
Experience: The position requires a minimum of five years of relevant experience in project management, site supervision, and quality assurance in construction. Experience in developing countries, particularly in emergency situations, is highly desirable. Familiarity with UNICEF procedures and systems is an advantage.
Languages: Fluency in French and English is required. Knowledge of another UN official language or a local language is considered an asset, enhancing communication with diverse stakeholders.
