Job Overview: The Risk and Compliance Manager will play a crucial role in leading the Country Office's efforts in managing risks and promoting a risk management culture. This position is essential for ensuring compliance across high-risk areas and with various regulations, including those related to Protection from Sexual Exploitation and Abuse (PSEA), Data Protection (DPR), and the Code of Conduct. The role will involve working closely with risk owners to identify, assess, and mitigate risks, as well as providing assurance to the Country Management Group (CMG) regarding compliance within high-risk areas. The manager will also be responsible for fostering a culture of risk management through training and communication, ensuring that all staff are aware of their responsibilities in relation to risk management and compliance. This position will be split between Cameroon and Nigeria, with specific responsibilities tailored to each country.
Duties and Responsibilities: The Risk and Compliance Manager will have a wide range of responsibilities, including but not limited to: facilitating and following up on risk management processes, ensuring the Risk Register is up to date, and prioritizing risks and mitigation measures. The manager will support the identification and implementation of strategies to manage risks related to partnerships and will participate in key activities related to partnerships to ensure a risk and compliance perspective is integrated. Additionally, the manager will serve as the mission focal point for Sanctions and Counter-Terrorism, working with various NRC departments to ensure compliance and identify barriers to implementation. The role will also involve supporting all departments in achieving data protection objectives, managing documents, and serving as the focal point for Anti-Corruption initiatives. Specific responsibilities for Cameroon include leading donor audits and conducting internal audits, while in Nigeria, the manager will coordinate audit efforts and manage local investigators.
Required Qualifications: Candidates must possess a minimum of 3 years of experience in compliance, auditing, or risk management functions, or as a senior manager in cross-cutting functions within the humanitarian sector. Documented results related to the position's responsibilities are essential. Candidates should have the ability to analyze and prioritize risks, communicate effectively with senior management, and provide concrete guidance to support managers in implementing systems. Knowledge of the international regulatory context applicable to INGOs is required, along with skills in programming, safeguarding, and accountability to affected populations. Leadership skills and the ability to work collaboratively are also important.
Educational Background: A relevant educational background is required, typically including a degree in a field related to compliance, risk management, or a similar area. Advanced degrees or certifications in risk management, auditing, or compliance are advantageous and may enhance a candidate's qualifications for this role.
Experience: The position requires a minimum of 3 years of relevant experience in compliance, auditing, or risk management functions. Experience in a senior management role within cross-cutting functions in the humanitarian sector is highly desirable. Candidates should demonstrate a strong understanding of risk management principles and practices, as well as experience in managing compliance with regulatory frameworks.
Languages: Fluency in both English and French, both written and verbal, is mandatory for this position. Proficiency in Hausa is considered an asset and may enhance a candidate's suitability for the role.
Additional Notes: The position is based in Yaoundé, Cameroon, under a national contract with a duration of 12 months, with the possibility of extension. The salary will be based on NRC's Cameroon National salary scale, specifically at grade
