Job Overview:
The Civil Engineering Associate position is integral to the successful implementation of a project aimed at strengthening the administrative capacity of the Ministry of Construction, Transport and Infrastructure (MCTI) in Serbia. The role is designed to support MCTI in planning and delivering construction and infrastructure investment projects that are of strategic importance. The associate will be responsible for ensuring that project activities are implemented effectively, efficiently, and in a results-oriented manner. This includes providing technical expertise in the design, supervision, and quality assurance of infrastructure projects, ensuring compliance with established engineering standards, and facilitating communication among stakeholders involved in the project. The associate will also play a key role in monitoring project progress and preparing reports to document achievements and challenges.

Duties and Responsibilities:
The Civil Engineering Associate will have a wide range of responsibilities, including but not limited to:
  • Providing technical support for project implementation, including assisting in the preparation and execution of commercial contracts and tender documentation.
  • Coordinating design documentation with other engineering disciplines and reviewing technical drawings.
  • Advising on problem resolution related to design and construction quality, and managing corrections as approved by the Project Manager.
  • Ensuring compliance with engineering standards and project management regulations.
  • Facilitating communication and coordination among stakeholders, including municipalities and public utility companies.
  • Supervising design development processes and construction works to ensure adherence to approved designs and regulations.
  • Preparing project-related reports and documentation, including progress updates and monitoring records.
  • Contributing to knowledge sharing and building networks within the project team and with external partners.

Required Qualifications:
The position requires a secondary education as a minimum, with a preference for candidates holding a university degree (bachelor’s degree) in Civil Engineering or a related field. Candidates should possess a minimum of 6 years of relevant experience in construction-related project management and supervision if they have secondary education, or at least 3 years of experience if they hold a bachelor’s degree. Desired qualifications include strong relationship-building skills, excellent IT skills, experience in managing large-scale projects, and familiarity with national legislation and technical standards in civil engineering.

Educational Background:
Candidates must have at least secondary education, with a bachelor’s degree in Civil Engineering or a related field being advantageous. The educational background should provide a solid foundation in engineering principles and practices relevant to construction and infrastructure projects.

Experience:
The role requires significant experience in construction-related project management and supervision. Specifically, candidates should have a minimum of 6 years of experience if they possess secondary education, or 3 years if they have a bachelor’s degree. Experience in working with international organizations or government institutions is highly desirable, as is a proven track record in managing large-scale projects and preparing design documentation in compliance with local laws and regulations.

Languages:
Fluency in Serbian and English is mandatory for this position. Proficiency in both languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports.
