Job Overview:
The Climate Change Technical Advisor will play a pivotal role in leading the coordination, integration, and technical oversight of a project aimed at enhancing Argentina's long-term climate reporting capacities. This position is essential for ensuring that all project outputs are delivered on time and meet high-quality standards. The advisor will be responsible for developing a comprehensive work plan that outlines the project’s activities, timelines, and roles of the technical team. The role requires a deep understanding of climate change policies and frameworks, as the advisor will provide strategic guidance to align project objectives with national climate goals. The advisor will also engage with various stakeholders, including national and institutional counterparts, to facilitate consultations and validation meetings, ensuring that feedback is incorporated into the project outputs. The position is home-based but requires participation in in-person activities in Buenos Aires, Argentina, as needed.

Duties and Responsibilities:
The Climate Change Technical Advisor will have a wide range of duties and responsibilities, including but not limited to: developing a comprehensive work plan that includes activity sequencing, timelines, milestones, roles, responsibilities, and risk mitigation strategies; providing strategic technical and political guidance to the project in accordance with the objectives of the National Undersecretariat of the Environment and the National Climate Change Cabinet; establishing coordination arrangements, working methodologies, communication protocols, and quality assurance mechanisms for the technical team; tracking implementation across all components and assessing progress against the work plan; diagnosing bottlenecks and proposing corrective measures; producing inception, mid-term, validation, and final reports; leading consultations and validation meetings with national and institutional counterparts; and ensuring consistency and quality of all technical outputs. The advisor will also be responsible for reviewing and harmonizing technical outputs to align with national climate reporting requirements.

Required Qualifications:
The position requires a bachelor's degree in environmental engineering, environmental sciences, biology, environmental management, public administration, or a closely related field. Additionally, postgraduate studies in international environmental policy, climate change governance, sustainable development, or international relations with a focus on multilateral processes or reporting frameworks are desirable. Candidates must have a minimum of 6 years of professional experience in climate change projects at the national level in Argentina, with at least 2 years in project coordination and/or climate change issues. Relevant experience working at the subnational level and in the production of national GHG inventories is also required. Demonstrated experience leading public projects developed with international agencies and managing work teams is essential.

Educational Background:
Candidates must possess a bachelor's degree in a relevant field such as environmental engineering, environmental sciences, biology, environmental management, or public administration. Postgraduate studies in related areas such as international environmental policy or climate change governance are considered an asset. This educational background is crucial for understanding the complexities of climate change and environmental management, which are central to the role of the Climate Change Technical Advisor.

Experience:
The position requires a minimum of 6 years of professional experience working on climate change projects at the national level in Argentina. Candidates should have at least 2 years of relevant experience in project coordination and/or climate change issues, as well as 2 years of experience working at the subnational level. Additionally, candidates must have at least 1 year of practical experience in producing national GHG inventories and demonstrated experience leading public projects developed in collaboration with international agencies. Experience in managing work teams and a solid understanding of climate change policy and transparency within the Government of Argentina are also required.

Languages:
Fluency in Spanish is mandatory, as the role involves significant communication with local stakeholders and the production of reports in Spanish. Confidence in English is also required, as the advisor will need to engage with international partners and produce documentation that may be required in English. Proficiency in both languages is essential for effective communication and collaboration in this role.
