Job Overview: The position of Spécialiste en Réforme de l’Administration is crucial for supporting the implementation of the portfolio of projects under the Programme d’appui à la modernisation de l’administration publique, which focuses on public administration reform, digital transition, and the promotion of the Amazigh language. The specialist will work full-time for a renewable period of one year, based in Rabat at the Ministry of Digital Transition and Administrative Reform. The role involves collaborating with various stakeholders to ensure that public reforms are aligned with national strategies, particularly in the areas of digitalization and governance. The specialist will also be responsible for ensuring gender equality and the empowerment of women throughout the reform processes, contributing to the overall effectiveness and inclusivity of public services in Morocco.
Duties and Responsibilities: The Spécialiste en Réforme de l’Administration will have a range of responsibilities, including:
Participating in the development of proposals for structural or sectoral reforms in public administration;
Defining public policies related to the modernization of administration;
Ensuring alignment and coherence of reforms with national strategic orientations;
Supporting the design of tools for monitoring and managing the transformation process;
Facilitating stakeholder engagement and change management through workshops and training;
Conducting organizational audits and evaluations to promote continuous improvement;
Performing strategic monitoring of best international practices in public administration reform;
Contributing to the design and implementation of project portfolios and managing operational aspects of various projects;
Organizing technical meetings and supporting the monitoring and reporting systems for studies and surveys; 1
Ensuring adherence to quality standards and ethical practices in project management.
Required Qualifications: Candidates must possess a Master's degree or equivalent in management, business, social sciences, public management, or a related field. Alternatively, a Bachelor's degree in the aforementioned fields with two additional years of relevant experience will be considered. A minimum of five years of relevant professional experience is required for those with a Master's degree, or seven years for those with a Bachelor's degree. Candidates should have experience in institutional communication, strategic and operational governance, and public policy development. Proficiency in using computer and office tools is essential, along with a proven track record in public sector reform and project management.
Educational Background: The educational background required for this position includes a Master's degree in management, business, social sciences, public management, or a related discipline. Candidates with a Bachelor's degree in these fields will also be considered if they have additional relevant experience. This educational foundation is critical for understanding the complexities of public administration and the necessary reforms to enhance governance and service delivery.
Experience: The position requires a minimum of five years of relevant professional experience in the field of institutional communication, strategic and operational governance, and public policy, ideally within a public or institutional context. Candidates should demonstrate knowledge and experience in rule of law, democratic governance, human rights, and public policy. Experience in project management, change management, and organizational analysis is also essential, along with the ability to produce strategic notes and decision-making reports.
Languages: Proficiency in Arabic and French (both spoken and written) is mandatory for this position. Operational knowledge of English is desirable, as it may facilitate communication and collaboration with international stakeholders and resources.
