Job Overview:
The Representative leads a country office team in the design and implementation of a comprehensive population and development and sexual and reproductive health country programme. This role involves forming alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda and positively impact the lives of millions, particularly the most marginalized. The Representative is accountable for the effective implementation of the Country Programme, ensuring that sexual and reproductive health and rights are integrated into the national development agenda. This position requires a strategic leader who can navigate complex global environments and drive high-impact results through effective external relations, communications, and resource mobilization.

Duties and Responsibilities:
The duties and responsibilities of the Representative include:
  • Strategic Direction, Planning, and Management: Leading the positioning of UNFPA on strategic issues, building institutional relationships with various stakeholders, promoting UNFPA’s role in the national development agenda, and establishing priorities for the Country Office.
  • Management of Resources: Managing international and national staff, fostering a culture of growth and development, attracting and retaining high-caliber staff, and ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards.
  • Programme Leadership and Representation: Advising senior management on country-level issues, engaging national counterparts through advocacy, representing UNFPA within the UN Country Team, and driving accountability for humanitarian response plans.
  • Programme Oversight and Coordination: Ensuring compliance with UNFPA policies, enforcing financial and monitoring processes, and carrying out additional duties as required by the Regional Director.

Required Qualifications:
Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have a strong commitment to the principles of the United Nations and demonstrate integrity, cultural diversity, and adaptability to change. Candidates must also exhibit core competencies such as achieving results, accountability, professional expertise, analytical thinking, teamwork, and effective communication.

Educational Background:
An advanced university degree is required, preferably in fields related to public health, international development, or social sciences. This educational background is essential for understanding the complexities of population and development issues and for effectively leading the Country Programme.

Experience:
Candidates should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, and experience in developing or crisis contexts is considered an asset. Proven leadership abilities and experience in advocacy and policy dialogue are also critical for this role.

Languages:
Fluency in both English and French is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
