Job Overview: The National Consultant for Inventory of Controlled Substances will play a crucial role in strengthening Honduras at both technical and institutional levels. The consultant will be responsible for preparing an inventory of banks of used or unwanted controlled substances and developing a comprehensive plan for their collection, transport, and disposal. This includes considerations for recycling, reclamation, and cost-effective destruction in accordance with ExCom Decision 91/6
The consultant will work closely with the National Ozone Unit (NOU) of Honduras and the international consultant to ensure that the inventory and action plan are effectively developed and implemented. The position is home-based and expected to last for six months, requiring collaboration with various stakeholders and the UNEP team.
Duties and Responsibilities: The consultant will provide technical guidance to the Government Officer of Honduras and collaborate closely with the international consultant responsible for coordinating the inventory and action plan. Specific duties include:
Providing technical support for the development of the workplan for the inventory and action plan.
Supporting the organization and execution of a launch event with national stakeholders.
Assessing existing data on banks of used and unwanted controlled substances, the local refrigeration and air-conditioning (RAC) servicing sector, and the institutional framework for recovery, recycling, and reclamation.
Coordinating the preparation of the inventory of stocks of used and unwanted controlled substances.
Conducting surveys for the inventory through field visits to target companies and follow-up actions.
Analyzing collected data and preparing the corresponding inventory report.
Organizing outreach events to inform stakeholders about the inventory results.
Providing technical support for drafting the action plan and presenting it to stakeholders.
Attending bi-weekly meetings with the project team to discuss progress.
Required Qualifications: An advanced university degree (master's or equivalent) in mechanical or chemical engineering, environmental sciences, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. At least two years of experience supporting the implementation of projects or programs linked to multilateral environmental agreements (MEAs) is required. Experience in inventory projects with the private sector for greenhouse gases (GHGs) or substances regulated under the Montreal Protocol (preferably ODS and HFCs) is highly desirable. Proficiency in statistical methods and data analysis, as well as experience in database design and processing, is also required.
Educational Background: Candidates must possess an advanced university degree (master's or equivalent) in mechanical or chemical engineering, environmental sciences, or a related field. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. This educational background is essential to ensure the consultant has the necessary technical knowledge to effectively support the inventory and action plan development.
Experience: The position requires at least two years of relevant experience in supporting the implementation of projects or programs related to multilateral environmental agreements (MEAs). Experience in inventory projects, particularly those involving greenhouse gases or substances regulated under the Montreal Protocol, is highly desirable. Candidates should also have experience in data collection, statistical analysis, and survey design, as well as familiarity with chemical management of regulated substances.
Languages: Fluency in oral and written Spanish is required for this position. This language proficiency is essential for effective communication with stakeholders and for the successful execution of the project in Honduras.
Additional Notes: The position is home-based and expected to last for six months. The consultant will work under the overall supervision of the Latin America’s OzonAction Programme Officer.
