The organization coordinates the development of environmental policy consensus, keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners to provide technical assistance and capacity development for the implementation of environmental policy, strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is also an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer, discharging this role through the Law Division's OzonAction Branch, which aims to enable developing countries to meet and sustain their compliance obligations under the treaty. UNEP's OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries in their environmental efforts.

Job Overview:
The consultancy position is focused on increasing awareness and promoting the adoption of sustainable alternatives to hydrofluorocarbons (HFCs) in Chile, contributing to the country's compliance with the Kigali Amendment under the Montreal Protocol. The consultant will work closely with the Ozone Unit of the Ministry of Environment of Chile to implement a strategic marketing approach aimed at raising awareness among key decision-makers in the refrigeration and air conditioning (RAC) sector. This role is crucial as HFCs, while not ozone-depleting, are potent greenhouse gases that contribute to climate change. The consultant will be responsible for conducting stakeholder analysis, developing communication strategies, and implementing multi-channel awareness campaigns to promote sustainable refrigerants and best practices in the RAC sector. The expected outcome of this consultancy is to position the Ozone Unit as a national reference for HFC reduction and to enhance its visibility and credibility in environmental matters.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks under the supervision of the Ozone Unit of the Ministry of Environment of Chile. Key responsibilities include conducting an audience study to categorize stakeholders involved in HFC management, developing tailored communication messages for different target groups, and supporting the design and implementation of a multi-channel awareness campaign focused on HFCs and sustainable alternatives. The consultant will also propose a brand positioning strategy to enhance the Ozone Unit's visibility, design tools to monitor and evaluate the impact of communication efforts, and prepare periodic progress reports documenting activities and findings. Additionally, the consultant will deliver a final evaluation report summarizing all activities and results, and participate in regular coordination meetings to ensure timely submission of deliverables.

Required Qualifications:
Candidates must possess a professional background in communications, journalism, or marketing, with at least 7 years of relevant experience in institutional communication campaigns and stakeholder engagement. Proven expertise in behavior-focused communication campaigns is essential, along with experience in designing and implementing awareness strategies and multi-channel campaigns. A minimum of one verifiable course in marketing and brand positioning is required. Familiarity with environmental issues, particularly ozone protection and climate change, as well as knowledge of the refrigeration and air conditioning sector, is desirable. The ability to work collaboratively with multidisciplinary teams and engage with both public and private stakeholders is also an asset.

Educational Background:
The position requires a professional degree in communications, journalism, marketing, or a related field. Candidates should have completed relevant coursework that supports their expertise in communication strategies and marketing principles, particularly as they relate to environmental issues and stakeholder engagement.

Experience:
A minimum of 7 years of progressively responsible experience in communications, journalism, or marketing is required. Candidates should have a proven track record in institutional communication campaigns, particularly those related to the Montreal Protocol initiatives, and experience in the refrigeration and air conditioning sector is highly desirable. Demonstrated ability to design and implement effective awareness campaigns and develop key messages is essential.

Languages:
Fluency in oral and written Spanish is mandatory for this position, as the primary communication will be conducted in this language. Knowledge of English is considered desirable, as it may facilitate engagement with international stakeholders and access to additional resources.

The consultancy is expected to last for a duration of 8 months and will be home-based.
