Job Description
Job Posting Organization:
The job posting organization is the Ombudsman Office of UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East). UNRWA was established in 1949 and has been providing assistance and protection to millions of Palestine refugees. The organization operates in five areas: Jordan, Lebanon, Syria, the West Bank, and Gaza Strip. UNRWA's mission is to help Palestine refugees achieve their full potential in human development, and it employs thousands of staff across various sectors, including education, health, and social services.

Job Overview:
The Data Analysis and Statistics Consultant will play a crucial role in enhancing the Ombudsman Office’s data analysis and reporting capabilities. This position is designed to ensure that the Office can effectively utilize data to inform its strategies and recommendations regarding workplace disputes. The consultant will be responsible for ensuring data integrity and implementing adaptive analytics approaches that will allow the Office to draw actionable insights from the data collected. The consultant will work remotely and is expected to deliver high-quality analytical reports, develop dashboards, and present findings in a manner that is accessible to non-technical stakeholders. The role requires a proactive approach to identifying trends and patterns in data, as well as the ability to communicate complex information clearly and effectively.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Mapping and analyzing anonymized data flow related to the Office’s services, identifying gaps in data entry, and implementing improvements.
  • Ensuring data integrity and consistency throughout the data lifecycle, maintaining databases, and optimizing data management processes.
  • Utilizing effective data visualization tools to present findings clearly.
  • Identifying and interpreting trends, patterns, and anomalies in data using statistical methods.
  • Presenting complex data insights to non-technical stakeholders while ensuring confidentiality.
  • Leading the design, analysis, and dissemination of the Office’s annual survey results.
  • Researching and drafting reports on the Office’s work, including the annual report.
  • Updating the intranet site with relevant content.
  • Performing other duties as assigned by the supervisor. The consultant will also be responsible for delivering specific analytical reports, developing dashboards, preparing and launching the annual survey, and creating methodologies for data analysis.

Required Qualifications:
The position requires an advanced university degree (master's or equivalent) in fields such as data science, information management, statistics, engineering, or a related discipline. Proven experience as a Data Analyst or in a similar role is desirable, along with familiarity with data management and organizational performance metrics. The consultant should have experience with advanced IT tools for producing engaging reports and presentations for diverse audiences. Experience in research and analysis, as well as report writing on work culture, is considered an asset. Additionally, experience working within a UN organization is advantageous.

Educational Background:
Candidates must possess an advanced university degree (master's or equivalent) in relevant fields such as data science, information management, statistics, engineering, or a related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to perform the required tasks effectively.

Experience:
The consultant should have proven experience as a Data Analyst or in a similar role, demonstrating a strong understanding of data management and analysis. Familiarity with organizational performance metrics and experience in producing reports and presentations for diverse audiences are also important. Experience in research and analysis, particularly related to workplace culture, is a valuable asset. Additionally, having experience within a UN organization can enhance the candidate's suitability for this role.

Languages:
Fluency in English is required for this position, as it is one of the working languages of UNRWA. Knowledge of Arabic is considered an advantage but is not mandatory. The ability to communicate effectively in English is crucial for presenting findings and collaborating with stakeholders.

Additional Notes:
The expected duration of the consultancy is three months, with the possibility of extension based on satisfactory performance and availability of funds. The consultant may be required to travel within the Agency's area of operations.
