Job Overview: The Senior Emergency Response Manager role at Plan International Egypt is pivotal in providing operational and tactical leadership for the organization's humanitarian and emergency response initiatives. This position is responsible for ensuring the timely and effective delivery of essential services, including protection services, basic assistance, non-food items (NFIs), and cash interventions. The Senior Emergency Response Manager will collaborate closely with various stakeholders, including the Egyptian Red Crescent (ERC), National Alliance members, UN agencies, and coordination" style="border-bottom: 1px dotted #007bff !important;">cluster coordination mechanisms, to facilitate the smooth cross-border movement of humanitarian goods and personnel. This position requires a strategic mindset and the ability to maintain composure and clarity in fast-evolving humanitarian contexts, ensuring that all emergency response projects align with Plan International's humanitarian strategy and donor compliance requirements.
Duties and Responsibilities: The Senior Emergency Response Manager will be responsible for providing strategic direction and quality assurance for all emergency response projects and components. Key responsibilities include leading and managing day-to-day national and cross-border logistics operations to ensure effective humanitarian assistance for evacuees and refugees. The manager will guide teams to deliver high-quality programming while ensuring compliance with donor and organizational standards. Financial management is also a critical aspect of this role, which includes monitoring budgets, re-phasing, and overseeing monthly financial reports. The manager will collaborate with internal support functions such as Monitoring & Evaluation (M&E), Operations, security" style="border-bottom: 1px dotted #007bff !important;">Security, Finance, and Grants, as well as local partners, to ensure effective implementation and adherence to donor compliance. Additionally, the Senior Emergency Response Manager will represent Plan International Egypt in key coordination forums, advocating for access, harmonizing logistics standards, and strengthening partnerships. The role demands operational leadership in dynamic humanitarian contexts, requiring the ability to lead teams under pressure with strategic clarity.
Required Qualifications: Candidates for the Senior Emergency Response Manager position should possess extensive experience in humanitarian response, particularly in senior leadership roles within complex emergencies. A Master's degree or equivalent work experience in humanitarian affairs, international development, social sciences, or a related field is required. The ideal candidate will have a proven track record of managing multi-donor portfolios and large budgets, ensuring compliance with international donor standards such as ECHO, BHA, DEC, FCDO, OCHA, UNHCR, UNICEF, and WFP. Strong representation and partnership-building skills with government, UN, and civil society actors are essential, along with a deep understanding of humanitarian principles, Sphere standards, and Core Humanitarian Standards (CHS).
Educational Background: The educational background required for this position includes a Master's degree in humanitarian affairs, international development, social sciences, or a related field. Alternatively, significant relevant work experience in these areas may be considered in lieu of formal education. Candidates should demonstrate a strong understanding of the theoretical and practical aspects of humanitarian response and development.
Experience: The position requires extensive experience in humanitarian response, particularly in senior leadership roles within complex emergencies. Candidates should have a proven ability to manage multi-donor portfolios and large budgets, ensuring compliance with international donor standards. Experience in leading teams in high-pressure environments and navigating the complexities of humanitarian logistics is also essential.
Languages: Fluency in English is mandatory for this position, while proficiency in Arabic is highly desirable. Candidates should be able to communicate effectively in both languages to engage with diverse stakeholders and ensure successful program implementation.
Additional Notes: This role is a fixed-term contract until the end of June 2026, with a reporting line to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.
