Job Overview: The Community-led Infrastructure (CLI) Officer will play a crucial role in coordinating and monitoring the implementation of community-led infrastructure activities across different provinces in Afghanistan. This position involves overseeing the construction and repair of disaster risk management infrastructure and facilitating community-led disaster risk management initiatives. The officer will support the overall implementation of CLI projects, ensuring compliance with IOM policies, donor requirements, and agreed timelines. The role requires collaboration with various stakeholders, including staff, consultants, and service providers, to ensure effective project execution. The CLI Officer will also lead field teams in conducting inspections, maintaining quality documentation, and drafting progress reports to ensure transparency and accountability in project operations. This position is vital for enhancing community resilience and infrastructure development in Afghanistan.
Duties and Responsibilities: The duties and responsibilities of the Community-led Infrastructure Officer include coordinating and monitoring CLI activities, supporting project implementation in compliance with IOM standards, leading field inspections to ensure quality and safety, developing QA/QC plans, maintaining comprehensive quality documentation, drafting progress reports, ensuring adherence to work plans, monitoring budgets, facilitating information management, collaborating with stakeholders, contributing to monitoring and evaluation plans, and participating in relevant conferences and workshops. The officer will also be responsible for identifying donor priorities, supporting new program development, and performing other duties as assigned. This role requires proactive problem-solving, effective communication, and strong organizational skills to manage multiple projects and stakeholders effectively.
Required Qualifications: Candidates must possess a Master’s degree in civil engineering, architecture, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a university degree in the same fields with four years of relevant experience is acceptable. Candidates should have experience in construction project management, program management, and project development. Familiarity with emergency settings and the IOM/UN program/project life cycles is essential. Experience in liaising with government authorities and NGOs, conducting field inspections, and using quality control tools is preferred. Strong knowledge of construction quality standards and project budgeting is also required, along with excellent writing, communication, and negotiation skills.
Educational Background: The educational background required for this position includes a Master’s degree in civil engineering, architecture, or a related field from an accredited academic institution. Alternatively, a university degree in the same fields with four years of relevant professional experience is acceptable. This educational foundation is critical for understanding the technical aspects of infrastructure projects and ensuring compliance with quality standards.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they have a university degree. Experience in construction project management, program management, and project development is advantageous. Candidates should also have experience in emergency settings, knowledge of IOM/UN program/project life cycles, and familiarity with liaising with government authorities and NGOs. Experience in conducting field inspections and using quality control tools is also necessary for this role.
Languages: Fluency in English, both oral and written, is required for this position. Additionally, working knowledge of another official UN language (such as Arabic, Chinese, Russian, Spanish, or French) and/or local languages (Dari and Pashto) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is categorized as a professional vacancy, and candidates must be mobile as part of the internationally recruited professional staff. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
