Job Overview: The Financial Management Officer position is critical for the effective management of the financial, budgetary, treasury, human resources, procurement/logistics, and Information and Communication Technologies (ICT) functions of the Country Office in Spain. The successful candidate will work under the direct supervision of the Head of Office in Madrid and will coordinate closely with various departments and offices, including the Senior Sub-Regional Resources Management Officer in Brussels and the Regional Office in Vienna. The role requires a proactive approach to financial oversight, ensuring that all financial activities align with IOM regulations and donor agreements. The officer will be responsible for monitoring financial management, preparing budgets, and ensuring compliance with internal controls to safeguard the organization’s assets. This position also involves managing human resources functions and overseeing procurement and logistics services, making it essential for the candidate to have a comprehensive understanding of financial administration and human resources management.
Duties and Responsibilities:
Manage and oversee the financial management for all activities in the Country Office, including reviewing financial expenditures and ensuring accountability.
Support treasury management by forecasting cash flows according to Country Office activities and its Sub-Offices.
Monitor and control funds disbursed, ensuring compliance with donor agreements.
Prepare financial reviews of projects, overseeing budget control processes and analyzing variances between budget and actual expenditures.
Assist in annual budget preparation and facilitate monitoring of budget control.
Strengthen and maintain internal controls to safeguard the organization’s assets and prevent fraud.
Review payroll versus budgets, ensuring correct allocation of salaries to projects.
Draft project and donor financial reports in accordance with IOM regulations.
Participate in reviews of existing systems and procedures, recommending improvements for efficiency and effectiveness. 1
Manage human resources functions, making recommendations on recruitment and personnel administration. 1
Oversee procurement and logistics services, including contracts with suppliers and management of the fleet of vehicles. 1
Perform other duties as assigned by the Head of Office.
Required Qualifications:
Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution; or a University degree in the above fields with two years of relevant professional experience.
Experience in financial administration, including financial management, accounting, budgeting, and audit.
Experience in human resources, procurement, and logistics.
Experience working in an international organization is an advantage.
High level of computer literacy, particularly in MS Office, especially Excel.
Excellent oral and written communication skills.
Ability to work with national and international institutions and prepare clear reports.
Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage. 1
Knowledge of SAP and Oracle ERP is highly desirable.
Educational Background: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields combined with two years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that meets international standards.
Experience: The position requires substantial experience in all areas of financial administration, including financial management, accounting, budgeting, and audit. Candidates should also have experience in human resources, procurement, and logistics. Familiarity with using an Enterprise Resource Planning (ERP) system is essential, and prior experience working in an international organization is considered an advantage. This experience is crucial for the candidate to effectively manage the financial and operational functions of the Country Office and to navigate the complexities of international financial regulations and practices.
Languages: Fluency in Spanish and English is required for this position, both oral and written. The selection process will specifically evaluate proficiency in these languages, which may include written and/or oral assessments. IOM’s official languages are English, French, and Spanish, and while fluency in English and Spanish is mandatory, knowledge of French may be beneficial but is not required.
Additional Notes: The position is subject to funding confirmation, and any offer made to the candidate will depend on this. The selection process may also be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment, and they perform work at the professional level with the same standards of recruitment qualifications and performance required for International Professional staff. Appointment will be contingent upon certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable.
