Job Overview:
The Consultant will be responsible for developing a people-centred and community-led National Peer Model Framework in alignment with the National Strategic Plan (NSP) for HIV, TB, and STIs 2023-202
  • This role involves conducting literature reviews, facilitating stakeholder consultations, and creating a framework that promotes inclusivity and multi-sectoral approaches to health and community systems strengthening. The consultant will also develop monitoring and evaluation frameworks and a funding model for implementation of peer model interventions. The work aims to address the high prevalence of HIV in South Africa, particularly among key populations, and to enhance treatment coverage and adherence.

Duties and Responsibilities:
  • Conduct a literature review of peer-led models and frameworks relevant to HIV, TB, and STIs, synthesizing findings to inform the development of a theoretical methodology.
  • Facilitate at least three consultation sessions with stakeholders, including peer mentors, to gather input and validate the draft framework.
  • Develop a comprehensive Peer Model framework that emphasizes inclusivity and multi-sectoral health systems strengthening.
  • Create a monitoring and evaluation framework with appropriate data tracking tools.
  • Develop a funding model for the implementation of Peer Model interventions, including a detailed costing analysis and funding strategy.

Required Qualifications:
Candidates must possess a master's degree or equivalent qualification in economics or a related field, along with a post-basic diploma or advanced degree. A minimum of 7 years of relevant work experience in public health, nursing, or health systems strengthening is required. Candidates should demonstrate a strong understanding of the national strategic plan on HIV, AIDS, STIs, and TB, as well as project management experience, including design" style="border-bottom: 1px dotted #007bff !important;">program design and execution. Strong analytical, strategic, and problem-solving skills are essential, along with excellent communication abilities.

Educational Background:
A master's degree or equivalent qualification in economics or a related field is required, along with a post-basic diploma or advanced degree. This educational background is crucial for understanding the complexities of health systems and economic factors influencing public health initiatives.

Experience:
Candidates should have at least 7 years of experience in relevant fields such as public health, nursing, or health systems strengthening. This experience should include project management, program design, and execution, as well as monitoring and evaluation of health programs.

Languages:
Excellent verbal, written, and interpersonal communication skills in English are mandatory. Proficiency in additional languages may be considered an asset, particularly in the context of stakeholder engagement and community outreach.
