Job Overview: The Resource Management Officer will play a crucial role in supporting the financial and administrative functions of the IOM's Sub-Regional Office for Southern Africa (SRO-SA) based in Pretoria. This position involves close collaboration with various stakeholders, including the Sub-Regional Director, Senior Sub-Regional Resources Management Officer, and other administrative centers. The incumbent will be responsible for monitoring and coordinating budgetary and financial activities, ensuring compliance with IOM policies, and providing support to Country Offices within the Sub-Region. The role requires a proactive approach to identifying resource management needs, training staff, and maintaining internal controls to safeguard the organization's assets. The Resource Management Officer will also assist in preparing financial reports, budgets for new programs, and ensuring that all financial documentation is submitted timely and accurately.
Duties and Responsibilities: The duties and responsibilities of the Resource Management Officer include:
Supporting the budgetary, financial, supply chain, and administrative functions of the SRO-SA and its Country Offices.
Ensuring timely submission of financial and administrative reports to relevant HQ departments.
Identifying urgent financial and personnel resource needs and informing the SSRMO.
Assisting in the training and development of staff in resource management and compliance with IOM policies.
Collaborating with Country Offices to prepare donor financial reports and oversee budget control processes.
Maintaining internal controls to prevent fraud and safeguard assets.
Participating in UN meetings and working groups as required.
Performing other duties as assigned by the SSRMO.
Required Qualifications: Candidates must possess a Master's degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor's degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should also have experience in financial administration, human resources, procurement, and logistics, as well as familiarity with Enterprise Resource Planning (ERP) systems.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Finance, Accounting, Business Administration, or Management from an accredited academic institution. Candidates with a Bachelor's degree in these fields are also eligible if they have the requisite years of professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential for the educational qualifications to be considered valid.
Experience: The position requires candidates to have experience in all areas of financial administration, including financial management, accounting, and budgeting. Experience in human resources, procurement, and logistics is also necessary. Familiarity with using an Enterprise Resource Planning (ERP) system is essential, and experience in emergency operations, monitoring and evaluation, or audit is considered an advantage. Candidates should demonstrate the ability to work independently, exercise sound judgment, and manage multiple tasks under pressure.
Languages: Fluency in English, both oral and written, is mandatory for this position. Proficiency in at least one local language is also required. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of employment. The appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
