Job Overview:
The consultant will play a crucial role in providing expert technical support for capacity-building activities aimed at assisting member States in updating and enhancing their Nationally Determined Contributions (NDCs) as part of their commitments under the Paris Climate Agreement. This position involves leading the development of the yearly Review of Climate Ambition in Asia and the Pacific for 2026, which will require a comprehensive analysis of the NDCs submitted by member States. The consultant will also be responsible for organizing regional and national capacity-building workshops in collaboration with the IBC members, focusing on the development of greenhouse gas (GHG) emission inventories and Enhanced Transparency Frameworks. The consultant's work will contribute to ESCAP's broader mandate of enabling member States to design and implement financing strategies that are resilient and responsive to emerging regional challenges. The consultant will engage in research, policy advice, and coordination with various stakeholders to strengthen institutional capacities and foster collaboration across public and private sectors, ultimately unlocking sustainable investment at scale.

Duties and Responsibilities:
The consultant will undertake a variety of duties, including: conducting research and analytical work on the levels of ambition of the NDCs submitted by Asia-Pacific member States during 2025-2026; preparing a capacity-building strategy tailored to the diverse needs of member States; conceptualizing and coordinating the development of the 2026 Review of Climate Ambition; organizing capacity-building workshops and events; supporting ESCAP's substantive engagement in regional and national climate action activities; and providing technical input to relevant reports, policy briefs, and knowledge products related to climate action. The consultant will also lead communication and coordination efforts with relevant stakeholders and support national and regional events such as the Asia-Pacific Climate Week and NDC 3.0 Clinic.

Required Qualifications:
Candidates must possess a minimum of a Master's degree in a relevant field such as environmental or natural sciences, environmental engineering, governance, management, or development. A PhD in a related area would be considered an asset. Additionally, candidates should have at least 10 years of professional experience with proven skills and expertise in climate action activities, including a solid understanding of Measurement, Reporting, and Verification (MRV) systems, GHG emission inventories, and the specific characteristics of emission sectors as per IPCC guidance. Familiarity with the reporting requirements of the Paris Agreement and the NDC development processes is essential, along with experience in research and analysis related to climate change and the ability to produce clear communication materials for various stakeholders.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field, with a preference for candidates holding a PhD. The focus should be on disciplines related to environmental sciences, governance, management, or development, which are critical for understanding the complexities of climate action and policy implementation.

Experience:
Candidates should have a minimum of 10 years of professional experience in climate action activities. This experience should include a strong background in understanding MRV systems, GHG emission inventories, and the nuances of emission sectors according to IPCC guidance. Additionally, candidates should have experience in research and analysis, particularly in the context of climate change, and should be adept at developing publications and knowledge products that communicate effectively with various stakeholders.

Languages:
An excellent command of written and spoken English is mandatory for this position. Proficiency in additional languages relevant to the Asia-Pacific region would be considered advantageous, as it may facilitate communication and collaboration with diverse stakeholders.
