Job Overview: The Finance and Grants Officer plays a crucial role in ensuring the financial integrity and compliance of the program's sub-agreements with partner organizations, adhering to the policies and regulations set forth by the US Government, the Department of State, and FHI 36
This position is responsible for supporting the financial, administrative, and operational systems and procedures, ensuring that all financial transactions are conducted in accordance with generally accepted accounting principles and standards. The officer will maintain and champion the project's grant management and operations, ensuring that all financial reporting and compliance requirements are met in a timely manner. The role requires effective communication with project coordinators and headquarters to provide updates on the financial status of the project, as well as the ability to develop budgets and monitor expenses against activity budgets.
Duties and Responsibilities: The Finance and Grants Officer will be responsible for a variety of financial administration tasks, including advising the Project Coordinator and HQ on the financial status of the project, overseeing monthly financial reports, tracking advances for individual staff, and ensuring compliance with FHI 360 policies. The officer will prepare bank payments, maintain the GFAS system, reconcile bank statements, and submit monthly cash flow projections. In terms of grant administration, the officer will draft Requests for Applications (RFAs), manage the award of grants, and serve as a liaison between grantee organizations and FHI 36
This includes ensuring timely financial and technical reporting from grantees, reviewing reports, and providing feedback. The officer will also conduct capacity building for partners' staff in grants management and compliance, monitor grantee performance, and work closely with the Chief of Party to address any financial or performance issues that arise.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Accountancy from a recognized institution and have 3-5 years of experience in the accounting field, preferably with an international NGO. A good working knowledge of Microsoft Excel and accounting software is essential, along with fluency in spoken and written English. The ideal candidate should demonstrate the ability to work collaboratively with project staff, government counterparts, and vendors, and possess strong organizational and communication skills.
Educational Background: A Bachelor’s Degree in Accountancy or a related field is required for this position. Candidates should have a solid understanding of accounting principles and practices, as well as experience with accounting software and financial reporting.
Experience: The position requires 3-5 years of relevant experience in accounting, particularly within the context of international NGOs. Candidates should have hands-on experience with donor-funded projects, preferably those funded by the US Government, and a strong understanding of accounts payable and receivable systems, as well as contracts and grants management.
Languages: Fluency in spoken and written English is mandatory for this position. Additional language skills may be considered an asset but are not required.
