Job Overview: The Programme Coordinator (Southern Africa and Indian Ocean) will be responsible for coordinating the implementation of the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) programme across the Southern Africa and Indian Ocean Cluster. This role involves working under the direct supervision of the Chief of Mission (COM) of Malawi and in coordination with the Regional Expert. The Programme Coordinator will manage the planning, execution, and monitoring of country-level activities, ensuring that the programme aligns with strategic and operational priorities. The position requires engaging with various stakeholders, including EU Technical Assistance, and facilitating effective collaboration and communication across the cluster. The Programme Coordinator will also be responsible for promoting inclusive approaches within all programme components, ensuring the active participation of marginalized groups, and advocating for the programme's visibility and achievements.
Duties and Responsibilities:
Coordinate the implementation of the RE2CLID programme for the SAIO cluster across participating countries, facilitating timely and evidence-informed decision-making.
Contribute to defining and implementing strategic and operational priorities for the SAIO cluster.
Engage with EU Technical Assistance in Malawi on programme strategy and operational matters.
Provide day-to-day support to implementing countries and track progress in the SAIO.
Facilitate collaboration and information-sharing across the cluster, organizing meetings of the Regional Steering Committees.
Support the implementation of regional and multicountry activities in the SAIO Cluster.
Promote global and regional policy directions within RE2CLID programming.
Ensure the integration of inclusive approaches in all programme components.
Facilitate advocacy and visibility efforts for the programme. 1
Manage the implementation of activities under the RE2CLID Action in Malawi. 1
Contribute to stakeholder engagement and partnership development. 1
Lead activities aimed at strengthening national and local capacities on displacement management. 1
Identify opportunities to integrate displacement and climate mobility into disaster frameworks. 1
Supervise and coordinate the work of RE2CLID project staff and partners. 1
Draft and submit periodic progress reports and ensure accurate documentation of programme achievements. 1
Ensure compliance with donor requirements and IOM's project management policies. 1
Perform other duties as assigned.
Required Qualifications: Candidates must possess a Master's degree in International Development, International Relations, Political Sciences, Social Sciences, Environmental Sciences, Humanitarian Affairs, Disaster Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Educational Background: A Master's degree in a relevant field is required, with a focus on areas such as International Development, International Relations, Political Sciences, Social Sciences, Environmental Sciences, Humanitarian Affairs, or Disaster Management. Candidates with a Bachelor's degree in these fields must have additional years of relevant experience to qualify for the position.
Experience: Significant experience in programme coordination and management is essential, particularly in disaster preparedness and response, disaster risk reduction, community stabilization, durable solutions, and climate action. Candidates should have experience in developing and leading displacement management activities, coordinating multisectoral programmes, and engaging with government authorities and partners. Experience in emergency, fragile, and disaster-prone contexts, particularly in the SAIO region, is highly desirable. Familiarity with IOM systems and strong expertise in thematic areas related to displacement management is also required.
Languages: Fluency in English is mandatory for this position, both oral and written. Working knowledge of French and/or Portuguese is highly desirable. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. The role requires international mobility, and candidates must be medically fit for appointment. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months. IOM has a zero-tolerance policy on conduct incompatible with the aims of the United Nations and IOM, including discrimination and harassment.
