Job Overview: The Technical Assistant position within the Air Navigation Bureau (ANB) at ICAO is crucial for providing technical guidance and administrative support to various sections of the Bureau. The incumbent will be responsible for assisting in the preparation of amendments to ICAO provisions, ensuring the effective delivery of the air navigation work programme (ANWP). This role requires a proactive approach to managing day-to-day tasks, collaborating with Senior Technical Associates, and contributing to the overall objectives of the Bureau. The Technical Assistant will play a key role in monitoring and updating documentation, facilitating communication among stakeholders, and supporting the production of safety and air navigation-related materials. The position demands a high level of professionalism, attention to detail, and the ability to work independently while adhering to established schedules and priorities.
Duties and Responsibilities: The Technical Assistant will have a range of responsibilities, including but not limited to:
Supporting the preparation of amendments to the Annexes of the ICAO Convention, Procedures for Air Navigation Services (PANS), and other technical instructions, ensuring timely and accurate documentation.
Drafting working papers and relevant documentation for the Air Navigation Commission (ANC) and other governing bodies, while assisting in the consolidation and editing of responses from States and international organizations.
Preparing cover versions of adopted amendments and ensuring that the ICAO Annex Manager System (IAMS) records are updated accurately.
Monitoring changes in the scheduling of ANC and Council working papers, providing updates to the Documents Management and Outsourcing Unit (DMO).
Reviewing and editing texts for clarity and consistency, ensuring compliance with prescribed styles.
Assisting in the production and distribution of safety and air navigation-related documentation, and providing technical assistance in the delivery of elements within the ANWP.
Facilitating administrative arrangements for ICAO meetings, including processing working papers and preparing final meeting reports.
Performing other related duties as assigned by the Chief of the Integrated Planning Unit (IPU).
Required Qualifications: Candidates must possess a High School Diploma or equivalent as a minimum requirement. A Diploma of college studies (DEC) or a first-level university degree in international relations, administration, social sciences, or a related area is desirable. Additionally, project management certification, such as Prince II, is preferred. Candidates should demonstrate a strong understanding of administrative procedures and practices, as well as experience in maintaining technical records and preparing documentation.
Educational Background: The essential educational background for this position includes a High School Diploma or equivalent. Desirable qualifications include a Diploma of college studies (DEC) or a first-level university degree in relevant fields such as international relations, administration, or social sciences. Project management certification is also considered an asset for this role.
Experience: Candidates are required to have a minimum of six years of relevant experience in administrative work, with at least four years within an organization, government, or international organization. This experience should include increasing levels of responsibility, familiarity with office administrative procedures, and the ability to organize and maintain technical records. Experience in using personal computers and contemporary software is essential, while experience in programme/project management and familiarity with the United Nations Common system are desirable.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and advantageous for candidates.
Additional Notes: This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The remuneration for this position is set at a net base salary of CAD $55,741 per annum at the G-6 level.
