Its mission is to provide assistance and protection to approximately 5.7 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and the Gaza Strip. UNRWA operates with a workforce of over 30,000 staff members, most of whom are directly involved in delivering essential services to Palestine refugee communities. The agency's services include education, healthcare, relief and social services, camp infrastructure improvement, microfinance, and emergency assistance. Job Overview: The Senior Investigator will play a crucial role in the Investigations Division of UNRWA's Department of Internal Oversight Services (DIOS). This position involves objectively assessing and reviewing the work of the Investigations Officer, who is tasked by the Chief of the Investigations Division. The Senior Investigator will ensure that all work products produced by the Investigations Officer are submitted to the Chief of the Investigations Division, maintaining the integrity and quality of investigations into allegations of misconduct. The role requires a thorough understanding of investigation methodologies and the ability to apply them effectively in various contexts, including fraud, corruption, and workplace harassment. The Senior Investigator will also be responsible for assisting in the preparation of investigation reports and contributing to the development of policies and best practices within the office.
Duties and Responsibilities: The Senior Investigator will have a comprehensive set of responsibilities, including but not limited to: assisting with case assessments and investigations of allegations of misconduct; reviewing and assessing complaints and allegations; formulating investigation plans; conducting interviews with staff and other involved parties; recording interviews; obtaining and analyzing potential documentary and electronic evidence; conducting investigative research; and determining the appropriate presentation of investigative results. Additionally, the Senior Investigator will assist the Central Intake Unit (CIU) Investigations Officer in organizing and administering the Agency's misconduct intake process. The role also involves drafting investigation reports, closure reports, and advisory reports, as well as reviewing reports prepared by other investigators. The Senior Investigator will contribute to the development of the office's policy and procedural framework and ensure that lessons learned from investigations are incorporated into the Agency's policies and procedures. Furthermore, the Senior Investigator will assist in implementing training for investigators.
Required Qualifications: Candidates must possess a university degree in law or a related field, along with formal training and/or certification in various law enforcement methodologies, fraud examination, or investigations. The position requires a strong understanding of investigation techniques and the ability to apply them in a professional context. Candidates should demonstrate a commitment to the UN's core values of professionalism, integrity, and respect for diversity, as well as possess strong communication skills and the ability to work collaboratively with colleagues.
Educational Background: A university degree in law or a related field is required for this position. Candidates with formal training and/or certification in law enforcement methodologies, fraud examination, or investigations will be given preference. This educational background is essential for understanding the legal frameworks and investigative techniques necessary for conducting thorough and effective investigations.
Experience: Candidates should have at least two years of relevant experience applying internationally recognized investigation techniques in criminal or administrative inquiries. This experience should demonstrate the candidate's ability to handle complex investigations and apply appropriate methodologies to assess allegations of misconduct effectively.
Languages: Fluency in English is required for this position, as it is the primary language of communication within the UN. Additionally, fluency in Arabic is desirable, as it will facilitate communication with local staff and stakeholders involved in investigations.
