Job Overview: The Associate Fleet Policy and Compliance Monitoring Officer plays a crucial role in the development and implementation of policies, rules, and regulations related to Fleet and Transport Management within UNRWA. This position involves drafting new and updated directives, manuals, and guidelines in consultation with various stakeholders, ensuring that the specificities of UNRWA's operations are taken into account. The officer is responsible for monitoring the accuracy of data in information systems, managing system enhancements, and ensuring the integrity and confidentiality of sensitive information. Additionally, the officer conducts analytical and statistical analyses of historical data to optimize Fleet and Transport Management procedures. The role also includes providing support and advisory services on best practices, coordinating responses to audit reports, and facilitating communication between headquarters and field offices. The position requires a proactive approach to identifying trends, proposing performance indicators, and participating in training programs to address skill gaps in fleet management.
Duties and Responsibilities: The duties and responsibilities of the Associate Fleet Policy and Compliance Monitoring Officer include:
Drafting and updating policies, rules, and regulations related to Fleet and Transport Management, ensuring compliance with UNRWA's operational requirements.
Developing methodologies and tools to standardize and streamline procedures for efficiency and effectiveness in serving internal clients.
Monitoring the accuracy of data in various information systems, including ERP and fleet management systems, and managing system enhancements.
Conducting analytical and statistical analyses of historical data to draft projections and recommendations for optimizing Fleet and Transport Management.
Providing in-depth advisory services on best practices in fleet management, including aspects such as vehicles, drivers, trips, fuel, maintenance, and accidents.
Participating in the production of training programs and analyzing results to identify training needs.
Coordinating and reviewing responses to audit reports and addressing any violations of financial rules and regulations.
Communicating and liaising between HQ and field offices to manage project delivery and report status to senior officials.
Required Qualifications: Candidates must possess a first university degree from an accredited institution in fields such as Engineering, Computer Science, Public Administration, Procurement, Supply Chain Management, Contract Law, Auditing, or related areas. The position requires a strong understanding of fleet management principles and practices, as well as the ability to develop and implement policies effectively. Candidates should demonstrate analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders. Experience: A minimum of four years of relevant work experience in fleet management or related roles is required. Languages: For this position, proficiency in English and Arabic is mandatory, with a required level of proficiency at UN Level III for reading, writing, listening, and speaking. Knowledge of French is considered an asset, as it is one of the working languages of the United Nations Secretariat. Candidates must demonstrate their language skills in accordance with the UN Language Framework, which outlines the minimum required levels for each skill in these languages.
Additional Notes: The position is a Fixed Term Appointment for one year, with the possibility of extension based on funding availability, satisfactory performance, and ongoing need. The monthly basic salary for this position is 919.80 JD, with additional benefits including a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. Additional benefits include sick leave, maternity leave, and paternity leave. This vacancy is open to internal candidates only, and applicants must reside in Amman and have authorization to work in Jordan at the time of application. The agency will not facilitate work permits, and the appointment may be rescinded without a valid work permit. The incumbent may be required to travel within the agency's operational areas and work outside normal duty hours as needed. Preference will be given to registered Palestine refugees and candidates who support the agency's commitment to gender parity.
