Job Overview:
The Human Resources Assistant position is situated within the Recruitment Unit of the Human Resources Section at ECLAC in Santiago. The role involves supporting the recruitment and placement processes, which includes managing applications for vacancies, preparing case files for candidates, and coordinating interviews. The assistant will also be responsible for ensuring the completion of pre-recruitment formalities, calculating salaries and benefits, and preparing offers of appointment. Additionally, the role encompasses administrative support for consultant and individual contractor administration, staff development, and career support training. The Human Resources Assistant will play a crucial role in maintaining vacancy announcement files, tracking their status, and providing logistical support for training courses and workshops. This position requires a proactive approach to managing various HR-related tasks and ensuring compliance with organizational policies and procedures.

Duties and Responsibilities:
The Human Resources Assistant will undertake a variety of responsibilities, including but not limited to: processing applications for vacancies, maintaining candidate case files, arranging interviews, and entering candidate data into the automated roster. The assistant will assist in filling posts by initiating reference checks and academic verifications, ensuring pre-recruitment formalities are completed, and preparing offers of appointment. The role also involves maintaining vacancy announcement files, coordinating travel arrangements and visa matters for selected candidates, and preparing documentation for recruitment meetings. Furthermore, the assistant will provide general office support, draft correspondence, maintain reference files, schedule appointments, and conduct research on HR-related issues. The position requires the ability to analyze data, prepare reports, and assist with knowledge management and decision-making processes. The assistant may also provide guidance and training to less experienced staff and perform other duties as required.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Technical or vocational courses in human resources, business administration, personnel administration, or contracts administration are desirable. A minimum of 5 years of experience in human resources management, administrative services, or a related area is required. This requirement is reduced to 3 years for candidates with a first-level university degree or higher. Experience with Enterprise Resource Planning systems such as SAP, talent acquisition platforms like Oracle/PeopleSoft, and proficiency in MS SharePoint, Planner, and Excel are desirable. Additionally, experience in data analytics or related areas is beneficial.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. Candidates with technical or vocational training in human resources, business administration, or related fields are preferred. A first-level university degree or higher can reduce the required work experience, making it essential for candidates to consider their educational qualifications in relation to the job requirements.

Experience:
The position requires a minimum of 5 years of relevant experience in human resources management, administrative services, or a related area. However, candidates with a first-level university degree or higher can qualify with only 3 years of experience. Experience with Enterprise Resource Planning systems, talent acquisition platforms, and data analytics is highly desirable, indicating that candidates should have a solid background in HR practices and administrative functions.

Languages:
For this position, proficiency in English and Spanish is required, as these are the working languages of the United Nations Secretariat. Candidates should consult the UN Language Framework for the minimum required level of proficiency in these languages. Knowledge of French is also beneficial but not mandatory.
