Job Overview:
The Talent Acquisition Expert will play a crucial role within the Workforce Planning & Talent Acquisition Unit at EUROCONTROL. This position involves providing expert advice to hiring managers and selection panels on recruitment best practices, ensuring that the hiring process is fair, objective, and evidence-based. The expert will chair and manage multi-stakeholder selection panels, oversee the application screening process, conduct interviews, and utilize psychometric assessments to select the best candidates. Additionally, the role requires the development and management of talent pipelines, engaging with potential candidates, and collaborating with business stakeholders to assess current and future recruiting needs. The expert will also analyze HR data to provide recommendations for attracting and retaining talent, stay updated on market trends, and contribute to the continuous improvement of talent acquisition strategies. The position involves managing a team of Talent Acquisition Coordinators and Experts, ensuring effective execution of their contributions, and aligning workforce planning with the agency's strategic objectives.

Duties and Responsibilities:
The Talent Acquisition Expert will be responsible for a variety of duties, including:
  • Providing expert advice on recruitment best practices to hiring managers and selection panels.
  • Chairing and managing multi-stakeholder selection panels, ensuring compliance with established rules and policies.
  • Developing and managing talent pipelines to proactively engage with potential candidates.
  • Collaborating with business stakeholders to assess current and future recruiting needs.
  • Analyzing HR data to maintain competitiveness in attracting and retaining talent.
  • Staying updated on market trends and participating in talent events and workshops.
  • Analyzing, evaluating, designing, and updating job descriptions in collaboration with managers.
  • Managing a team of Talent Acquisition Coordinators and Experts, providing guidance and support.
  • Contributing to the design and implementation of HR policies related to job design and talent acquisition. 1
  • Carrying out any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must meet one of the following qualifications:
  • Completion of third-level studies in a relevant domain (e.g., HR, Psychology, Business Administration) at EQF Level 7, with a minimum of 5 years of professional experience in talent acquisition within a Human Resources department.
  • Completion of third-level studies in a relevant domain at EQF Level 6, with a minimum of 6 years of professional experience in talent acquisition. Candidates should have experience in recruitment and selection methods, including structured interviews and psychometric assessments. Experience in managing individuals and using social platforms for sourcing candidates is also required. Knowledge of current industry trends in talent acquisition is essential, and experience in writing appealing job postings is a strong asset.

Educational Background:
The educational background required for this position includes completion of third-level studies in a relevant domain such as Human Resources, Psychology, or Business Administration. Candidates must meet the European Qualifications Framework (EQF) levels specified for the position, either Level 6 or Level 7, depending on their years of experience in talent acquisition.

Experience:
Candidates should have a minimum of 5 to 6 years of professional experience in talent acquisition, depending on their educational qualifications. This experience should include responsibility for recruiting employees directly for the organization, as well as demonstrated experience in structured interviews, evaluation methods, and full-cycle recruitment processes. Experience in managing individuals and knowledge of recruitment trends is also essential.

Languages:
The working languages of EUROCONTROL are English and French. For this position, candidates must be proficient in English at level C1 and are required to become a basic user of French at level A1 before the end of the probation period. This proficiency is based on the Common European Framework of Reference for Languages (CEFR).

Additional Notes:
The position is a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract. The selected candidate will undergo a probationary period of 9 months. The role involves management activities, and established staff members will have to serve a confirmation period of 9 months. The successful candidate will be appointed at the grade specified in the vacancy notice, and candidates not selected will be placed on a reserve list for similar roles, valid for one year from the closing date of applications.
