Job Overview:
The COMET/Database Associate position is crucial for the World Food Programme's operations in Haiti, particularly in the context of addressing food insecurity. The role involves managing the COMET database, which is essential for tracking WFP's activities, including planning, partnerships, and the assistance provided to beneficiaries. The associate will ensure that all users of the COMET system are adequately trained and that data is entered according to established guidelines. This position requires a proactive approach to maintain the system's accuracy and relevance, ensuring that it reflects the current partnerships, beneficiary tracking, and assistance provided. The associate will also be responsible for regular updates of output and outcome indicators, contributing to the overall effectiveness of WFP's programs in Haiti.

Duties and Responsibilities:
The COMET/Database Associate will have a variety of responsibilities, including:
  • Developing training tools for effective use of the COMET system.
  • Conducting initial and ongoing training for COMET users within WFP and among partner organizations.
  • Creating and managing Field Level Agreements (FLAs), Memorandums of Understanding (MOUs), and other relevant documents in COMET.
  • Supporting sections and activity managers in the development of FLAs, ensuring compliance with WFP standards.
  • Coordinating with regional and headquarters offices regarding the functionality and updates of the COMET system.
  • Managing planning aspects within COMET, considering budget revisions.
  • Monitoring the submission and entry of distribution reports by partner organizations into COMET.
  • Performing data cleaning and maintenance of the COMET system.
  • Creating Distribution Plans and Financial Request Notes (FRNs) when necessary. 1
  • Ensuring regular reconciliation between COMET and logistics data systems like LESS/WINGS. 1
  • Preparing monthly reports on the status of the COMET system for management and focal points. 1
  • Participating in the preparation of Annual Reports, ensuring data accuracy and availability.

Required Qualifications:
Candidates must possess a university degree in international relations, economics, education, social sciences, econometrics, statistics, mathematics, civil engineering, business management, IT, or a related field relevant to international development, data analysis, or project management. Alternatively, a secondary school diploma with additional years of relevant professional experience or training may be acceptable. Proficiency in Microsoft Office applications (Word, Excel, Access, Outlook, PowerPoint) is essential, along with experience in data visualization and analysis programs such as Tableau, Qlikview, or Powerpivot. Familiarity with online monitoring systems is required, and knowledge of the COMET system is considered an asset. Candidates should demonstrate autonomy, proactivity, and strong pedagogical skills for training staff and developing training materials. Excellent analytical and communication skills are also necessary.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as international relations, economics, education, social sciences, econometrics, statistics, mathematics, civil engineering, business management, IT, or a related area pertinent to international development, data analysis, or project management. Alternatively, candidates with a secondary school diploma and additional relevant professional experience or training may also be considered. This educational foundation is critical for understanding the complexities of food assistance programs and the data management processes involved.

Experience:
A minimum of two years of experience in program management, monitoring and evaluation (M&E), information management, or a related field is required for this position. This experience should demonstrate the candidate's ability to manage data systems effectively and contribute to the monitoring and evaluation of humanitarian programs. Candidates should have a proven track record of working in similar roles, showcasing their skills in data analysis, reporting, and training others in the use of data management systems.

Languages:
Fluency in Haitian Creole and French is required, with excellent command in both languages. Proficiency in English is necessary at an intermediate level, while knowledge of Spanish would be considered an asset. The ability to communicate effectively in these languages is crucial for training users and collaborating with diverse teams and partners.

This position is a fixed-term contract for a duration of 12 months, based in Port-au-Prince, Haiti. The role is open to Haitian nationals only.
