Job Overview:
The Monitoring, Evaluation and Reporting Specialist will play a crucial role in the Peace Support Facility (PSF), which is a UNDP initiative endorsed by the Government of Ethiopia. This position focuses on enhancing evidence-based decision-making, learning, and accountability within the PSF. The incumbent will be responsible for coordinating monitoring, evaluation, and learning (MEL) processes across various locations, ensuring the integrity and quality of data systems, conducting impact assessments, and producing comprehensive reports. The role requires a strong understanding of data management tools and methodologies, as well as the ability to facilitate learning and knowledge sharing among stakeholders. The Specialist will also support the integration of gender-responsive indicators and ensure compliance with reporting standards.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring, Evaluation and Reporting Specialist include maintaining and updating the PSF ArcGIS platform, managing Kobo Collect tools for field data collection, and overseeing the PSF Power BI dashboards for real-time performance data visualization. The Specialist will coordinate the implementation of the PSF MEL Plan, lead biannual impact assessments, conduct field monitoring visits, and analyze data against the PSF results framework. Additionally, the role involves producing timely performance reports, facilitating learning sessions, documenting lessons learned, and supporting resource mobilization efforts. The Specialist will also ensure that reporting standards are understood by partners and field teams, standardize data collection across regions, and contribute to gender-sensitive MEL practices.

Required Qualifications:
Candidates must possess strong analytical skills, proficiency in data management and visualization tools, and experience in monitoring and evaluation methodologies. The role requires excellent communication skills, both written and verbal, as well as the ability to work collaboratively with diverse teams. Familiarity with gender-responsive indicators and conflict-sensitive approaches is essential. The Specialist should demonstrate adaptability, creativity, and professionalism in their work, along with a commitment to accountability and knowledge sharing.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, statistics, international development, or a related field. Advanced degrees or specialized training in monitoring and evaluation, data analysis, or project management are highly desirable and may enhance a candidate's qualifications for this position.

Experience:
The position requires a significant level of experience in monitoring and evaluation, particularly within the context of development programs or humanitarian assistance. Candidates should have a proven track record of managing data systems, conducting impact assessments, and producing analytical reports. Experience working in conflict-affected areas or with governmental and non-governmental organizations in Ethiopia or similar contexts is advantageous.

Languages:
Fluency in English is mandatory, as it is the working language of the UNDP and the PSF. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and may facilitate better communication with local stakeholders.

This position is a national UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials. The role is based in Addis Ababa, the capital city of Ethiopia, which has a vibrant expatriate community and numerous diplomatic missions. The living conditions in Addis Ababa can vary, and it is advisable for the candidate to prepare for a temperate climate with cold nights.
