Job Description
Job Posting Organization:

The organization coordinates various projects and programs focusing on research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post-crisis management, and food quality and safety. FAO Mongolia aims to be a credible and responsive partner in these areas, working collaboratively with local governments, private companies, and other stakeholders to enhance agricultural practices and food security.

Job Overview:
The National Value Chain Specialist will play a crucial role in the development of inclusive and sustainable value chains, particularly in the beef, cashmere, and sheep sectors. This position involves conducting market analysis, promoting sustainable agricultural growth, and improving production, processing, and marketing practices. The incumbent will work closely with various stakeholders, including herders, processors, and government agencies, to facilitate partnerships and implement strategies that enhance market access and value addition for agricultural products. The role requires a combination of technical expertise in value chain management and strong communication skills to effectively engage with diverse groups.

Duties and Responsibilities:
The National Value Chain Specialist will be responsible for several key activities: facilitating linkages between herders and beef processors, supporting the establishment of contractual arrangements, conducting market assessments, and introducing traceability and quality assurance mechanisms. In the cashmere sector, the specialist will focus on marketing strategies, collaboration with processors, and improving grading and sorting capacities. For the sheep sector, the role includes identifying market opportunities and facilitating joint marketing activities. Additionally, the specialist will conduct value chain analyses, support business planning and training for producer groups, and contribute to the formulation of guidelines to enhance competitiveness and market transparency. Coordination with various stakeholders and reporting on progress will also be essential components of the role.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or higher) in Forestry, Natural Resources Management, or a related field. A minimum of 5 years of relevant work experience is required, along with a working knowledge of English. Candidates must be nationals of Mongolia. The role demands solid knowledge of land and natural resources sectors, experience in drafting relevant laws and regulations, and familiarity with the workings of international organizations and national governments. Strong report-writing and documentation skills are also essential.

Educational Background:
The position requires an advanced university degree (Master’s or higher) in a relevant field such as Forestry, Natural Resources Management, or similar disciplines. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 5 years of relevant work experience in areas related to value chain management, agribusiness development, or natural resources policy. Experience in providing technical support at local, national, or regional levels is highly valued, as is familiarity with the agricultural sector and market linkages.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not specified as a requirement.
