Job Overview:
The consultancy assignment aims to provide technical, engineering, and advisory support to households in Mongolia, specifically focusing on enhancing energy efficiency and promoting the adoption of clean heating technologies. The consultant will conduct ger household energy assessments to identify opportunities for efficiency improvements, design and provide technical guidance for energy-efficient heating technologies, and support local government and community capacity building on energy efficiency and clean heating. The overarching goal is to reduce household energy consumption and emissions while ensuring that the solutions are sustainable and cost-effective. The consultant will work closely with various stakeholders, including government officials and community members, to raise awareness and provide training on energy efficiency practices.

Duties and Responsibilities:
  • Conduct ger household energy assessments to evaluate current heating performance and energy use, identifying inefficiencies and insulation needs.
  • Provide expert recommendations for insulation materials, techniques, and technologies to improve thermal performance and reduce energy heating demands.
  • Develop ger insulation standards and collaborate with authorities to integrate these standards into local policy frameworks.
  • Design tailored technical solutions for improving ventilation in Gers and provide engineering designs for clean heating options.
  • Conduct training sessions for stakeholders on energy efficiency and clean heating technologies.
  • Provide advisory support to ger households on selecting appropriate heating technologies and ensuring proper installation and maintenance.
  • Develop user-friendly guidance materials for households and report on energy savings, emissions reductions, and user satisfaction.

Required Qualifications:
  • A Master’s degree in civil engineering, energy engineering, or a related field.
  • A minimum of 10 years of work experience in civil engineering, building energy efficiency, and renewable energy.
  • Proven experience in implementing energy efficiency and clean heating projects.
  • Demonstrated understanding of local conditions and regulatory standards.
  • Capacity to produce technical designs, reports, and training materials in both Mongolian and English.
  • Experience in stakeholder engagement and household advisory programs.

Educational Background:
Candidates must possess a Master’s degree in civil engineering, energy engineering, or a related field, which provides the necessary theoretical and practical knowledge required for the role.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in civil engineering, building energy efficiency, and renewable energy sectors. Candidates should have a proven track record of implementing energy efficiency and clean heating projects, showcasing their ability to navigate local conditions and regulatory standards effectively.

Languages:
Fluency in both Mongolian and English is mandatory, as the consultant will need to produce technical documents and engage with local stakeholders. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy contract is for a duration of 12 months, with the location primarily in Ulaanbaatar and target provinces in Mongolia. The consultant will work under the direct supervision of the Climate and Clean Air Specialist of UNICEF Mongolia.
