In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.
Job Description
Job Posting Organization:
UN Women, established in July 2010, is dedicated to gender equality and the empowerment of women. It operates globally, working alongside over twenty UN agencies in the Pacific region, including fourteen countries such as Cook Islands, Fiji, Kiribati, and others. UN Women focuses on eliminating discrimination against women and girls, empowering women, and achieving equality between genders in various sectors including development, human rights, and humanitarian action.

Job Overview:
The Programme Coordinator for the Pacific Partnership is tasked with leading the planning, coordination, and implementation of the Pacific Partnership Programme in Kiribati. This role involves engaging with local, national, and regional partners to ensure programmatic and technical excellence in preventing violence against women and girls (VAWG). The coordinator will oversee the delivery of the Pacific Partnership Country Plan, ensuring timely implementation and strong collaboration among government, UN, and civil society partners. The position requires a proactive approach to managing relationships and ensuring that all activities align with the strategic goals of the Pacific Partnership, which aims to transform social norms and enhance women's empowerment in the region.

Duties and Responsibilities:
Key responsibilities include leading the coordination of the Pacific Partnership Programme, maintaining communication among partners, organizing meetings, and facilitating the preparation of work plans and budgets. The coordinator will also ensure compliance with donor requirements, manage financial resources, and promote accountability in monitoring and evaluation processes. Additionally, the role involves documenting good practices, contributing to knowledge products, and supporting the dissemination of lessons learned. The incumbent will also troubleshoot implementation obstacles and ensure that all partners are aligned in their efforts to achieve the programme's objectives.

Required Qualifications:
Candidates must possess strong programme formulation, implementation, monitoring, and evaluation skills, along with budget and finance expertise. A deep understanding of Results Based Management and the ability to synthesize program performance data for strategic decision-making are essential. The role requires excellent analytical skills and familiarity with UN programme management systems. Strong communication and interpersonal skills are necessary for effective stakeholder engagement and collaboration.

Educational Background:
A Master’s Degree in a development-related discipline such as gender studies, public policy, or social work is required. Alternatively, a Bachelor’s Degree combined with two additional years of relevant experience may be accepted. A project/programme management certification (e.g., PMP®, PRINCE2®, or MSP®) is advantageous.

Experience:
Candidates should have at least five years of progressively responsible experience in managing programme interventions at the national or international level, particularly in gender equality and addressing violence against women. Experience in service delivery, primary prevention, advocacy, and policy development is crucial. Familiarity with Pacific cultures, especially Kiribati, and experience working with the UN System are considered assets.

Languages:
Fluency in written and spoken English is mandatory. Proficiency in the local language, Kiribati, is an asset that enhances communication and engagement with local stakeholders.

Additional Notes:
The position is expected to be full-time, with a focus on collaboration with various partners including government agencies and civil society organizations. The role may involve international travel within the Pacific region to facilitate program implementation and stakeholder engagement.
