In Tanzania, FAO is actively involved in implementing GEF and LDCF funded projects aimed at enhancing environmental sustainability and climate resilience in agriculture, forestry, and natural resource management, working closely with national governments and stakeholders to align with national development priorities and international environmental commitments.

Job Overview:
The Climate and Natural Resources M&E Specialist will play a crucial role in providing technical support for projects related to Natural Resource Management, Environment, Climate Change, and program/project management. This position requires a diverse knowledge base in these areas, as the specialist will be responsible for developing and applying Monitoring and Evaluation (M&E) frameworks that align with FAO and GEF/LDCF standards. The role involves quantitative and qualitative data collection and analysis for environmental, agricultural, and climate resilience indicators, ensuring that gender, youth, and social inclusion metrics are integrated into M&E systems. The specialist will also support baseline studies, mid-term reviews, and terminal evaluations, contributing to knowledge management, reporting, and communication of results. Additionally, the specialist will assist in the development of climate risk assessments and vulnerability analyses, coordinate monitoring and evaluation activities, and engage with various stakeholders to inform project design and delivery.

Duties and Responsibilities:
The duties and responsibilities of the Climate and Natural Resources M&E Specialist include:
  • Development and application of M&E frameworks aligned with FAO and GEF/LDCF standards.
  • Conducting quantitative and qualitative data collection and analysis for environmental, agricultural, and climate resilience indicators.
  • Integrating gender, youth, and social inclusion metrics into M&E systems.
  • Supporting baseline studies, mid-term reviews, and terminal evaluations.
  • Contributing to knowledge management, reporting, and communication of results.
  • Assisting in the development of climate risk assessments and vulnerability analyses and mitigation measures.
  • Coordinating monitoring, assessments, and evaluation activities of the project.
  • Engaging with stakeholders at the National, Regional, and District levels, including Government Ministries/institutions, CSOs, NGOs, and private entities to obtain their inputs for project design and delivery.
  • Preparing periodic M&E reports (monthly, quarterly, annual). 1
  • Supporting the visibility of FRURT programmes in the areas of Environment and Climate Change. 1
  • Preparing regular progress reports, technical documents, and knowledge products. 1
  • Performing any other duties as specified by the supervisor in support of the FAO mission, goals, and strategic framework.

Required Qualifications:
Candidates must possess an advanced university degree in Environment, Climate Change, Monitoring and Evaluation, Community Development, Natural Resources Management (NRM), Forestry, or related fields. Additionally, candidates should have at least 5 years of experience working with international or regional organizations, government, and national institutions dealing with environment/climate change, forestry, NRM, and land management. A working knowledge of English is also required, and candidates must be nationals of Tanzania.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Environment, Climate Change, Monitoring and Evaluation, Community Development, Natural Resources Management (NRM), Forestry, or other related disciplines. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the projects and initiatives undertaken by FAO.

Experience:
The position requires a minimum of 5 years of relevant experience working with international or regional organizations, government, and national institutions that focus on environment, climate change, forestry, natural resources management, and land management. This experience should include project/program development, analysis, coordination, management, and implementation, demonstrating the candidate's ability to navigate complex environments and work effectively with diverse stakeholders.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the projects.
