Job Overview:
The Human Resources Associate will play a crucial role in the Sub-Regional Office in South Africa, specifically in Pretoria. This position involves a variety of HR functions, including recruitment, onboarding, and personnel management. The associate will work under the supervision of the Senior Resources Management Officer and the Sub-Regional Human Resources Officer, collaborating with various units at the Regional Office and Administrative Centers. The role requires a proactive approach to managing HR tasks, ensuring compliance with IOM regulations, and providing support to staff members regarding their entitlements and responsibilities. The associate will also be involved in organizing HR events and training activities, contributing to the overall development of the HR function within the organization.

Duties and Responsibilities:
The Human Resources Associate will be responsible for coordinating recruitment processes, which includes preparing Position Descriptions, drafting and posting Vacancy Notices, screening applications, and participating in interview panels. The associate will also handle pre-employment activities such as preparing Entry on Duty documentation, coordinating medical exams, and managing insurance enrollments. Additionally, the role involves maintaining accurate HR data, monitoring leave quotas, preparing documentation for separations and promotions, and ensuring compliance with performance evaluations. The associate will prepare reports on personnel matters, maintain systematic archiving of HR documents, and provide guidance to staff on HR policies and procedures. Furthermore, the associate will identify areas for improvement within HR processes and participate in inter-agency working groups as needed.

Required Qualifications:
Candidates must possess a high school diploma with five years of relevant experience or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with three years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with SAP is advantageous. The ideal candidate should demonstrate attention to detail, organizational skills, and a client-oriented approach. Previous experience in international humanitarian organizations or government institutions is preferred, along with strong interpersonal and communication skills to effectively interact with staff at all levels.

Educational Background:
A high school diploma is required, along with five years of relevant experience, or a Bachelor’s degree in a related field from an accredited institution, which requires three years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.

Experience:
Candidates should have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years if they possess only a high school diploma. Experience in HR functions, particularly in recruitment and personnel management, is essential. Familiarity with international humanitarian organizations and multi-cultural settings is considered an advantage, as is proficiency in using HR management systems and tools.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of additional languages such as French or Spanish is considered a valuable asset, given that IOM operates in multiple linguistic contexts and aims to promote inclusivity and effective communication across diverse teams.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for South Africa will be considered. The appointment will depend on the candidate's medical fitness, residency verification, and any necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
