Job Overview:
The consultant will analyze the barriers to enhancing productive capacities and the complexity of the Senegalese economy. This role involves proposing improvements to existing strategies and tools, as well as developing new strategies to support Senegal's industrialization goals. The consultant will work closely with the UN Conference on Trade and Development (UNCTAD) and the Senegalese Ministry of Economy, Planning, and Cooperation, focusing on a comprehensive assessment of the industrial policy framework and its implementation. The consultant is expected to deliver actionable insights that will help Senegal remain competitive in a rapidly changing global economic landscape, particularly in light of digitalization, technological innovation, and the transition to a low-carbon economy.

Duties and Responsibilities:
Under the supervision of the project manager from UNCTAD and in collaboration with the Senegalese Ministry of Economy, Planning, and Cooperation, the consultant will undertake the following tasks: conduct a thorough evaluation of the industrial policy framework and its implementation, focusing on measurable impacts and achievements to date; assess the impact of trade partner policies and global economic trends on Senegal's competitiveness and industrialization objectives; address issues related to balanced spatial development and the budgetary viability of incentive frameworks; analyze the spatial distribution of various industries; propose revisions to the industrial policy that reflect necessary adjustments to align with evolving economic priorities and implementation realities.

Required Qualifications:
A higher university degree, preferably a Master's degree in advanced economics, industrial policy, or any other relevant field is required. At least 10 years of experience in analytical and policy-related roles is required. Experience in implementing industrial policy, preferably in the context of developing countries, is also required.

Educational Background:
Candidates must possess a higher university degree, such as a Master's degree, in advanced economics, industrial policy, or a related field that is applicable to the study at hand. This educational background is essential for understanding the complexities of industrial policy and economic development.

Experience:
The position requires a minimum of 10 years of relevant experience in analytical and policy roles. Languages:
Fluency in spoken and written French is required. Knowledge of English is also desirable, as it may facilitate communication and collaboration with international stakeholders and resources.
