Job Description
Job Posting Organization:
The United Nations Action Against Sexual Violence in Conflict (UN Action) was launched in March 2007 with the mission to unite efforts across the UN system to prevent conflict-related sexual violence (CRSV), meet the needs of survivors, and enhance accountability for such violence. The initiative currently encompasses 27 UN entities and operates with a survivor-centered approach, focusing on advocacy, knowledge building, and operational support at the country level. UN Action has funded over 60 projects in conflict-affected countries through a Multi-Partner Trust Fund, demonstrating its commitment to addressing the root causes of CRSV and enhancing justice mechanisms. The organization is led by the Special Representative of the Secretary General on Sexual Violence in Conflict, who oversees the implementation of the mandate and ensures that the UN system fulfills its obligations to prevent and respond to CRSV.

Job Overview:
The consultant will be responsible for conducting an end-term evaluation of the UN Action's 2020-2025 Strategic Framework. This evaluation aims to assess the effectiveness of the framework in preventing CRSV, meeting the needs of survivors, and enhancing accountability for perpetrators. The consultant will work closely with the UN Action Coordinator and the Strategic Framework working group, developing an inception report, completing a desk review, and conducting interviews with key stakeholders. The final product, an evidence-based evaluation report, is due by March 31, 202
  • The consultant will play a crucial role in ensuring that the evaluation aligns with the UN's broader goals of promoting gender equality and addressing human rights violations in conflict settings.

Duties and Responsibilities:
The consultant's duties will include:
  • Developing an inception report outlining the evaluation's methodology and approach.
  • Completing a comprehensive desk review of existing documentation related to the Strategic Framework.
  • Conducting key informant interviews and focus groups with stakeholders involved in the UN Action Network.
  • Preparing and presenting the first draft of the evaluation report to the UN Action Core Group for feedback.
  • Incorporating feedback and presenting a second draft report to UN Action Network Focal Points.
  • Finalizing and submitting the final evaluation report, ensuring it is evidence-based and meets the UN's standards for quality and accountability.

Required Qualifications:
The ideal candidate must possess an advanced university degree (Master’s or equivalent) in political science, social science, communications, business administration, international relations, or related fields. Additionally, the candidate should have a minimum of 7 years of relevant work experience in program planning, implementation, monitoring, and evaluation, particularly in human rights and gender equality contexts. Experience with the Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security agenda, as well as conflict-related sexual violence and gender-based violence, is essential. The candidate should also demonstrate a strong understanding of multi-stakeholder initiatives and possess the ability to manage complex evaluations effectively.

Educational Background:
Candidates must hold an advanced university degree (Master’s degree or equivalent) in fields such as political science, social science, communications, business administration, international relations, or other related disciplines. This educational background is crucial for understanding the complexities of the issues surrounding conflict-related sexual violence and the frameworks established by the UN.

Experience:
A minimum of 7 years of work experience in program planning, implementation, monitoring, and evaluation is required. Candidates should have a proven track record of successfully undertaking similar assignments, particularly in the areas of human rights, gender equality, and the Women, Peace, and Security agenda. Experience in conflict-affected settings is desirable, as is familiarity with UN field missions and inter-agency coordination.

Languages:
Fluency in oral and written English is mandatory for this position. Additionally, proficiency in a second language is considered desirable, as it may enhance communication with diverse stakeholders involved in the evaluation process.
