Job Overview: The position of National Consultant - Geographical Information Systems (GIS) Specialist is crucial for the successful implementation of the Nairobi Convention's projects aimed at enhancing marine and coastal ecosystems and livelihoods in the Western Indian Ocean region. The consultant will utilize Geographic Information Systems (GIS) to conduct detailed mapping of the Moma and Machanga Districts in Mozambique, identifying various marine uses, overlaps, and potential areas of conflict. This role requires a strong understanding of marine spatial planning and the ability to engage with stakeholders to validate and ground-truth the data collected. The consultant will be expected to produce a detailed interactive atlas that integrates physical, biological, and socioeconomic data, thereby supporting informed decision-making in marine resource management. The position is home-based and expected to last for five months, requiring a commitment to high-quality deliverables that align with project timelines and objectives.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including: 1) Developing a detailed interactive atlas using GIS tools that maps the Moma and Machanga districts, incorporating physical and oceanographic data, ecological and biological data, health status of natural capital, and human use data. 2) Engaging with community leaders to conduct ground truthing, which involves validating the data collected and ensuring community participation in marine spatial planning. 3) Adhering to established data standards and utilizing open-source technologies to create an online atlas that allows public access to spatial data. 4) Participating in stakeholder meetings to facilitate a participatory approach in validating the maps and atlas produced. The consultant will also be expected to document stakeholder feedback and integrate it into the project deliverables.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree) in Geographic Information Systems, Ecology, Environmental Studies, Marine Science, Coastal Ecosystems Management, or a related discipline. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of five years of professional experience in developing and implementing programs related to coastal ecosystems conservation and natural resources management is required. Proficiency in GIS applications, particularly ArcGIS, and experience in preparing and delivering presentations are essential. Familiarity with coastal communities in Mozambique and experience working in multidisciplinary settings with various stakeholders are desirable qualifications.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree) in fields such as Geographic Information Systems, Ecology, Environmental Studies, Marine Science, or Coastal Ecosystems Management. Candidates with a first-level degree and additional qualifying experience may also be considered. Languages: Fluency in English, both written and spoken, is mandatory for this position. Additionally, knowledge of spoken and written coastal dialects of Portuguese is considered desirable, as it will facilitate communication with local communities and stakeholders in Mozambique.
