Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. Job Overview:
The CCAC National Project Coordinator will play a pivotal role in coordinating the implementation of CCAC projects in Cambodia, working closely with the General Directorate of Environmental Protection at the Ministry of Environment. This position requires a proactive approach to liaise with various implementing partners to enhance awareness and action on short-lived climate pollutants (SLCPs). The coordinator will oversee multiple projects aimed at improving air quality and reducing greenhouse gas emissions, ensuring that all initiatives align with Cambodia's environmental priorities and are executed within the designated timelines. The role demands a comprehensive understanding of environmental management and the ability to engage effectively with diverse stakeholders, including government agencies, NGOs, and civil society.

Duties and Responsibilities:
The CCAC National Project Coordinator will be responsible for a wide range of duties, including: 1) Establishing mechanisms for inter-ministerial and inter-institutional coordination on CCAC project implementation, such as forming task forces and engaging with the National SLCP Unit. 2) Securing endorsements at the ministerial level for CCAC activities and outputs, ensuring high-level political support. 3) Engaging sub-national governments and civil society in CCAC initiatives to foster broader participation and awareness. 4) Coordinating all CCAC activities in Cambodia, ensuring alignment with the CCAC Focal Point within the General Directorate of Environmental Protection. 5) Successfully delivering all elements of CCAC-supported projects, including the implementation of priority measures in the Clean Air Action Plan, developing GHG inventories, and enhancing vehicle emissions regulations. 6) Supporting the organization of training activities and gathering relevant data and contacts for project success. 7) Applying for grants and funding to secure long-term investments for CCAC initiatives. 8) Participating in high-level SLCP events and presenting at CCAC meetings to showcase Cambodia's progress and challenges. 9) Collaborating with various national government departments to assist in coordinating national SLCP planning and policy implementation efforts.

Required Qualifications:
Candidates must possess a Bachelor’s degree or an equivalent qualification in environmental management/science, economics, health, project management, finance, administration, or a related field. A minimum of 5 years of professional experience in relevant areas such as environmental management, climate change, or project management is required. The ability to provide technical assistance to governments and stakeholders is essential, along with excellent communication skills for effective engagement with diverse groups. Knowledge of national policies regarding climate change mitigation and air pollution is necessary, while a good understanding of SLCPs and related issues in Cambodia is desirable. Proficiency in advanced Excel functions is also required.

Educational Background:
A Bachelor’s degree or equivalent qualification in a relevant field such as environmental management, science, economics, health, project management, finance, or administration is mandatory. This educational background ensures that the candidate has the foundational knowledge necessary to understand and address the complexities of environmental issues and project management.

Experience:
The position requires at least 5 years of professional experience in fields related to environmental management, climate change, or project management. This experience should include working with government entities and other stakeholders to implement environmental initiatives and policies effectively. Candidates should demonstrate a proven track record of providing technical assistance and managing projects that align with national and international environmental goals.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Additionally, proficiency in Khmer is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation.

Additional Notes:
The position is full-time and based at the General Directorate of Environmental Protection, Ministry of Environment in Cambodia. The expected duration of the contract is 12 months.
