Job Overview: The position of Expert.e Climat National.e involves the comprehensive evaluation of Niger's Nationally Determined Contribution (NDC) 2.0, which aims to reduce greenhouse gas emissions by 22.75% by 2030 in the agriculture, forestry, and other land use sectors, and by 11.20% in the energy sector by 202
The expert will be responsible for producing a validated report that includes qualitative and quantitative analyses of progress, existing capacities, identified challenges, and strategic recommendations for the formulation and implementation of NDC 3.
This role requires active participation in all phases of the NDC 2.0 evaluation, coordination of quantitative development stages, stakeholder consultations, and the final submission of the NDC. The expert will work closely with regional experts and national stakeholders to ensure the integration of national and sectoral climate priorities into NDC 3.0, which is aligned with the goals of the Paris Agreement and the Glasgow Pact.
Duties and Responsibilities: The Expert.e Climat National.e will have a wide range of responsibilities, including:
Developing a roadmap, terms of reference, and methodology for updating NDC 3.0, ensuring alignment with GIZ contributions.
Evaluating the current implementation of NDC 2.0, including mapping national landscapes for climate action and assessing progress from 2021 to 202
Organizing national consultations with government representatives, NGOs, and the private sector to incorporate equity, gender, and vulnerable populations' concerns.
Analyzing recent demographic trends, economic and social trends, technological advancements, and biophysical contexts affecting greenhouse gas emissions.
Defining new mitigation targets for NDC 3.0 and ensuring methodological coherence across contributions.
Coordinating public awareness campaigns and disseminating information about government actions and innovations related to NDC 3.
Supporting the finalization and submission of the updated NDC to the UNFCCC, ensuring compliance with international reporting requirements.
Required Qualifications: Candidates must possess a minimum of a Master's degree or equivalent in environmental sciences, climate change, natural resource management, social sciences, or a related field. They should have at least ten years of relevant professional experience in formulating planning documents in environmental and climate change sectors, including NDC processes, National Adaptation Plans (NAPs), and national or international climate policies. Demonstrated expertise in climate policy evaluation, monitoring and evaluation, and the development of national climate strategies (both mitigation and adaptation) is essential. Experience in stakeholder engagement, facilitating workshops, and multi-stakeholder consultations, preferably in Africa, is required. A deep understanding of Niger's institutional, political, socio-economic, and environmental context is crucial, along with strong writing and synthesis skills, effective communication abilities, and proficiency in standard IT tools (MS Office, collaborative tools).
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as environmental sciences, climate change, natural resource management, or social sciences. This educational foundation is essential for understanding the complexities of climate policy and environmental management.
Experience: The position requires a minimum of ten years of relevant professional experience in the fields of climate change and environmental policy. Candidates should have a proven track record in formulating planning documents, engaging with stakeholders, and leading multi-disciplinary teams in the context of climate action and policy development.
Languages: Fluency in French, both written and spoken, is mandatory for this position. Knowledge of Arabic and English is considered an asset, enhancing the candidate's ability to communicate with a broader range of stakeholders and partners.
Additional Notes: The position is part-time and expected to last for five months. The consultant will report to Clarine Ovando, Climate Advisor at the UNEP Copenhagen Climate Centre, and will coordinate with the Ministry of Environment, Water, and Sanitation in Niger.
