Job Posting Organization: The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, private sector representatives, and members of civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The coalition aims to mitigate near-term warming through fast action and has been operational since its inception, engaging various stakeholders to promote effective climate policies. El Salvador joined the CCAC in 2023, demonstrating its commitment to tackling climate change and air pollution through various national initiatives and strategies.
Job Overview: The CCAC National Consultant for El Salvador will play a crucial role in supporting the Ministry of Environment and Natural Resources (MARN) by facilitating interministerial coordination and effective communication among stakeholders. The consultant will coordinate the CCAC project 'SV-24-001 - El Salvador - National SLCP Plan and Methane Roadmap,' ensuring that deliverables from GGGI align with MARN and CCAC requirements. The consultant will also promote collaboration across sectors such as air quality, health, and waste management, and will oversee the development of an Air Quality Management roadmap aimed at improving monitoring infrastructure and guiding public policies based on scientific evidence. This position is vital for enhancing El Salvador's capacity to mitigate short-lived climate pollutants and improve air quality, ultimately supporting the country's environmental commitments and public health initiatives.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including: (1) Ensuring the participation of government institutions in implementing the SLCP roadmap, securing support from high-level political actors. (2) Strengthening the capacity of government institutions to develop and implement SLCP mitigation strategies based on CCAC’s integrated approach. (3) Supporting CCAC projects, particularly the 'SV-24-001' project, in close coordination with GGGI and the CCAC Focal Point. (4) Proposing strategies to integrate SLCP mitigation actions into national processes and plans. (5) Identifying funding opportunities for implementing the roadmap and enhancing SLCP mitigation actions. (6) Raising national awareness about SLCPs. (7) Ensuring El Salvador remains an active CCAC partner, benefiting from technical assistance and funding. (8) Advising on improvements to the national air quality monitoring system, optimizing measurement infrastructure, and building technical capacity for reliable data generation.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in environmental sciences, climate policy, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. At least five years of professional experience in climate change and air pollution, or environmental and climate policy is required. Knowledge of national policies regarding climate change mitigation and air pollution is essential, along with a good understanding of SLCPs and related issues in El Salvador. Excellent communication skills, both written and oral, are required, as well as experience working with government or international development partners in the environmental sector. Proven experience in preparing technical reports and stakeholder engagement materials is desired, along with the ability to work effectively with diverse stakeholders and multidisciplinary teams.
Educational Background: An advanced university degree (Master’s or equivalent) in environmental sciences, climate policy, economics, or a similar discipline is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. This educational background is crucial for understanding the complexities of climate change and air pollution issues, as well as for developing effective mitigation strategies.
Experience: A minimum of five years of professional experience in fields relevant to climate change and air pollution, or environmental and climate policy is required. This experience should include working with government institutions or international development partners, particularly in the environmental or climate sectors. Candidates should have a proven track record of preparing technical reports and engaging with stakeholders on climate-related issues.
Languages: Fluency in oral and written Spanish is mandatory for this position, as it is essential for effective communication with local stakeholders and government institutions. Additionally, fluency in oral and written English is desired, which would facilitate communication with international partners and enhance the consultant's ability to engage in global discussions on climate change and air quality.
Additional Notes: The position is expected to last for 12 months, embedded within the Ministry of Environment and Natural Resources (MARN) in El Salvador. The consultant will report to the CCAC Secretariat, and all deliverables will be validated by the CCAC Focal Point at MARN. The role is critical for enhancing national capacity in climate and air quality activities, and it is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
