Job Description
Job Posting Organization:
The position is located within the Advisory Board on Compensation Claims (ABCC) and the United Nations Claims Board (UNCB) Secretariat Section of the Financial Risk Management Service, which is part of the Finance Division of the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC). Job Overview:
The Administrative Officer will play a crucial role in managing and overseeing the adjudication of individual claims for compensation submitted under the provisions of Appendix 'D' to the Staff Rules. This position requires a strong focus on the triaging of claims and supporting the presentation of cases to the ABCC and UNCB. The officer will be responsible for preparing and implementing the work programme, ensuring that financial resources are effectively utilized to settle approved claims related to death, injury, disability, and loss of personal effects. The role also involves monitoring and reviewing budget estimates, improving reporting systems, and developing procedures to streamline claims processes. The Administrative Officer will supervise junior staff and provide guidance on financial administration and management information issues, ensuring compliance with UN policies and practices.

Duties and Responsibilities:
The Administrative Officer will take the lead in preparing and implementing the work programme, ensuring financial resources are utilized effectively for settling approved claims. Responsibilities include monitoring and reviewing the work programme and budget estimates, defining requirements for improved reporting systems, developing and implementing streamlined claims processes, and ensuring compliance with UN policies. The officer will also supervise junior staff, set up meetings for the ABCC and UNCB, build case files, oversee billing and receipt of income from other UN organizations, process approved compensation payments, and analyze data to identify trends related to claims. Additionally, the officer will perform project and change management assignments and other related work as required.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should have the ability to apply various UN administrative rules and regulations in work situations and demonstrate conceptual analytical skills for independent research and analysis. The officer should be able to identify issues, formulate opinions, and make recommendations. Professionalism, communication skills, and client orientation are essential competencies for this role. The candidate should also be able to incorporate gender perspectives and ensure equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in Project Management, such as PRINCE2 or PMP, is desirable and would enhance the candidate's qualifications for this position.

Experience:
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, law, or a related field is required. Candidates should have experience in preparing concise briefing notes and presenting complex and sensitive matters to senior management or executive boards. Additionally, experience in analyzing and interpreting complex cases and applying professional judgment based on applicable policies is essential. Experience with project management and familiarity with UN or similar large-scale international organizations is desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French would be considered an asset, although it is not mandatory for this position.
