Job Overview: The Programme Specialist position is crucial for managing the Structural Transformation and Inclusive Growth Portfolio within UNDP Rwanda. Reporting directly to the Deputy Resident Representative (DRR) and under the guidance of the Resident Representative (RR), the Programme Specialist will serve as an advisor to Senior Management. The role involves leading a programme team in strategic planning, identifying new programme areas, and monitoring implementation to ensure alignment with CPD priorities. The Programme Specialist will also supervise the Structural Transformation and Inclusive Growth Unit team, collaborating closely with various stakeholders, including government officials, donors, and civil society, to effectively implement the UNDP programme. This position requires a proactive approach to managing resources and adapting to changing business needs, ensuring that the programme remains relevant and impactful in addressing Rwanda's development challenges.
Duties and Responsibilities: 1) As a member of the Country Office management team, the Programme Specialist will ensure the formulation and implementation of UNDP programme strategies and policies within thematic areas. This includes analyzing the political, social, and economic situation in Rwanda, contributing to the UN Common Country Assessment, and operationalizing the UNSDCF/CPD in collaboration with partners. 2) The Programme Specialist will manage the CO programme and supervise the Structural Transformation and Inclusive Growth Unit team, focusing on quality assurance and risk management throughout the programming cycle. This involves designing and formulating the CO programme, overseeing implementation, and providing leadership in portfolio management. 3) Establishing and maintaining strategic partnerships and supporting resource mobilization efforts are key responsibilities. The Programme Specialist will develop partnerships with UN Agencies, financial institutions, and civil society to achieve programme outcomes. 4) The role also includes providing top-quality advisory services and facilitating knowledge building and management, identifying policy-driven issues, and coordinating advocacy efforts. The incumbent will prepare various written outputs, conduct project reviews, and ensure compliance with UNDP rules and regulations. 5) The Programme Specialist will also promote peer learning within the team and adapt to new approaches, ensuring effective collaboration across units and functions.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Development Studies, Economics, Political Sciences, Public Policy, or a related field. A first-level university degree (Bachelor’s degree) combined with additional qualifying experience will also be considered. The position requires a minimum of 5 years of relevant experience at the national and/or international level in management advisory services, design, monitoring, and evaluation of development portfolios, and establishing inter-relationships among international organizations and national governments. Extensive expertise in project and programme management, strong leadership skills, and the ability to mobilize resources among diverse stakeholders are essential. Familiarity with integrated programming and cross-sectoral initiatives is an asset, along with proven experience in delivering technical and policy advisory services.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as Development Studies, Economics, Political Sciences, or Public Policy. Candidates with a Bachelor's degree in these fields, along with additional qualifying experience, will also be considered. This educational foundation is crucial for understanding the complexities of development challenges and formulating effective strategies to address them.
Experience: The Programme Specialist should have a minimum of 5 years of relevant experience with a Master's degree or 7 years with a Bachelor's degree. This experience should include providing management advisory services, hands-on experience in design, monitoring, and evaluation of development portfolios, and establishing inter-relationships among international organizations and national governments. Candidates should demonstrate a strong track record in middle/upper management roles, leading teams and budgets of comparable complexity and scope, and possess familiarity with integrated programming and cross-sectoral initiatives.
Languages: Fluency in English is required for this position, along with fluency in the national language of the duty station, which is Kinyarwanda and/or Kiswahili. Knowledge of another UN language is desirable, as it can enhance communication and collaboration with diverse stakeholders.
